  • 28 Jun 2012 in National Assembly: Mr. Deputy Speaker, Sir, the Minister has not answered a question that was asked by Captain Wambugu regarding the criteria of choosing members of the inquiry. This was a subject of a request for a Ministerial Statement by hon. Imanyara which I supported in this House. Also, these investigations, having gone on for two weeks from the date that the Minister stated that the investigation team had been picked, could he provide the House with a preliminary report? There must be some work they have done for those two weeks so that as we wait for the public inquiry, we ... view
  • 28 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, I rise to support the Memorandum, but I also want to agree with those who have contributed; that these are not the valid reasons. If we take this as precedence, any single individual in Kenya can paralyze this Parliament. Madam Temporary Deputy Chairlady, the reason I support the deletion is that the proposals contained in the Act which I opposed on the Floor of this House, are actually against the spirit of the Constitution. This is because when the political parties were mentioned in the Constitution and we were commanded by the Constitution to make a ... view

  • 27 Jun 2012 in National Assembly: Mr. Speaker, Sir, noting that the Government has not had any concerted effort to enlighten Kenyans on the roles of the National Government and the devolved governments and taking into account that the civil servants may not have acquainted themselves well with the role, has the Government considered training a cadre of officers who then can form a pool from which the county government can hire? I am thinking of administrators like the DCs who were irregularly appointed as county commissioners. Would they consider training them in matters of devolution so that they can form a pool? view
  • 27 Jun 2012 in National Assembly: Madam Temporary Deputy Chairlady, I just want to draw the attention of hon. Members to the use of the word, “Parliament” which refers to both the National Assembly and the Senate. Remember that the Senate is the guardian of the county government. Therefore, when there is a combination of the two, we can rest assured that the county government will have the protection of the Senate, not just the National Assembly. I support. view
  • 27 Jun 2012 in National Assembly: Mr. Temporary Deputy Chairman, Sir, I just want the Minister to clarify Clause 129(7) about this County Appropriation Bill for the approval of the estimates. It says it should be upon the approval of the Budget Estimates. Why is it not reading the same as for the national Government? view
  • 27 Jun 2012 in National Assembly: They are in sync? view
  • 27 Jun 2012 in National Assembly: Madam Temporary Deputy Chairman, I want to support the amendment as it will protect the assets of the county and remind every accounting officer to work in accordance with the Constitution and also congratulate the Minister for his grasp of the subject. view
