  • 4 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to oppose the amendment and to support the Motion of Adjournment. I hear the hon. Members saying they are interested in coming back to work. We have been here and even the newspapers have documented the level of interest shown on a daily basis. This is the quorum watch. The question that comes to one's mind is: Is the claim that we want to work borne out genuine interest, or are there other considerations? If, indeed, we want to come back to work, this is, indeed, a very noble idea. Let the hon. ... view
  • 4 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, to continue from where I left, we will be judged not by the number of pious words we utter, but by our actions. We, as a Parliament, have a lot of pending legislation and Motions. Let us take time - I would expect during the recess, when the committees can meet - to go through the Bills, so that when we come here, we are able to expedite matters. That way we will have proved ourselves that we are genuinely motivated by the desire to serve Kenyans. view
  • 4 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I cannot answer on behalf of Parliament. However, after the IPU ends, the Government is proposing recess for a further two weeks to enable this to happen. When we come May 4, 2006 PARLIAMENTARY DEBATES 977 to this House before the Committees have deliberated on the Bills, what happens is what has recently happened to Bills before Parliament. Hon. Members want time to sit down and thrush out the amendments. Mr. Temporary Deputy Speaker, Sir, in respect of the CDF Motion passed, which had an amendment Bill attached it, hon. Members need time to go ... view
  • 4 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am, therefore, appealing to the hon. Members that, if we are motivated by a genuine desire to expedite the work of this House, let us take an off for just two weeks after the Inter-Parliamentary Union (IPU) Conference. Let us go through the Bills and Motions in order to expedite the work of this House. But if we are motivated by ulterior motives, let us come back, delay Bills and pretend that we want to work. The choice is ours; let us be judged by our actions and not by presence. With those few ... view
  • 3 May 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support the Motion. The CDF is a good idea for all of us. I know that Ministers and the other Members of Parliament are eager to see their areas developed using the CDF facility. I want to agree with hon. Members who have said that the CDF has made a great impact in all corners of this country. This being the first Parliament to implement the CDF, we should be careful to set a record that will last for years and be emulated. I am, therefore, calling for an audit of how ... view
  • 27 Apr 2006 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill. I would like to note with appreciation that this Bill spells a new re-awakening in this Parliament. The interest that I have seen all hon. Members placing on this Bill, clause by clause, can only spell a new beginning for this country. I am hoping that it is not only this Bill that we shall be combing clause by clause, but also any other Bill, so that we can effectively carry out our mandate as legislators, so that we do not pass Bills that have any short-comings and that ... view
  • 26 Apr 2006 in National Assembly: Mr. Deputy Speaker, Sir, is it in order for this debate to be trivialised? We are discussing very serious issues. If any hon. Member feels that what has been cast should be cast differently, he or she should know that is 758 PARLIAMENTARY DEBATES April 26, 2006 expected to happen during contributions. Mr. Deputy Speaker, Sir, sexual offences can be visited on anyone, including the families of hon. Members who are here. Is it in order to request the Chair to ask the House to treat this matter with the seriousness it deserves? view
  • 11 Apr 2006 in National Assembly: Mr. Speaker, Sir, I rise to second this Motion of Adjournment to enable us to pay tribute to our departed colleagues and the other Kenyans who perished in the crash. Death is an equaliser. It has no ethnicity. It has nothing that can be described as partisan. This sad demise of our colleagues and fellow Kenyans ought to remind us that we are all on a journey in this earth and that we are living on borrowed time. I pray that the passing on of our colleagues will galvanise us as this august House to rise to our duties knowing ... view
  • 6 Apr 2006 in National Assembly: Thank you, Mr. Speaker, Sir. I beg to rise to, on behalf of the Government, support the recommendations of the Report before the House. view
  • 6 Apr 2006 in National Assembly: Mr. Speaker, Sir, we have come to a time when we have to rise to the occasion, as the national leaders of this country, and jointly embark on a serious mission to uproot corruption in the country. As has been stated, corrupt transactions started several years back. There was a regime change but they found their way into our Government. The reason is that we did not clean up the system. We are called upon now to clean up the system, so that Kenyans may read once and for all of these corrupt practices. Mr. Speaker, Sir, this process will ... view
