  • 24 May 2012 in National Assembly: Mr. Speaker, Sir, you heard the Minister say that NHIF will cover without discrimination while he knows very well that scheme has controversies and comes with people with turbans. Having said that, has he tried to leverage the clout of the Government as the biggest consumer of insurance services through its parastatals and its departments to negotiate for insurers to cover these special cases, even if it is within a given limit? Would he consider doing that if he has not done it? view
  • 24 May 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. I appreciate what the Minister says, but in view of collective responsibility, is he in order to say that the question can only be posed to the Government as a whole? Posing to him is posing to the Government as a whole! view
  • 24 May 2012 in National Assembly: asked the Minister for Local Government:- (a) whether he is aware of an outstanding debt of Kshs 675,200 to Jawa Printers, Nakuru, owed by the Kitale Municipal Council since 2005; and, (b) what he is doing to expedite settlement of the debt and when it will be settled. view
  • 24 May 2012 in National Assembly: Mr. Speaker, Sir, while thanking the Minister for that answer, which suggests that tomorrow, which is the 25th of May, we may be able to resolve this matter that has been outstanding for eight years; could the Minister undertake to confirm to the House next week that this cheque will, indeed, have been dispatched? view
  • 24 May 2012 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Minister in order to lament that Parliament is being used as a debt collection forum when a Government local authority, which is part of the Government, bullies a citizen for eight years, and bankrupts their business by refusing to pay for services rendered? Is he in order to tell the House that we should not act on behalf of members of the public when the Government and the department he is supervising is misbehaving and bullying citizens? view
  • 24 May 2012 in National Assembly: On a further point of order, Mr. Speaker, Sir. There are sanctions in the Constitution where Parliament fails to do what it is supposed to do. In view of that, would it be in order for the Chair to order the Leader of Government Business to prosecute that Motion which is in any event before the House for the sake of the House and the country? view
  • 17 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, I rise to support this petition and to salute this great Kenyans who are reminding this august House and the entire leadership of this country of the noble obligation of promoting peace. I was a negotiator in the National Accord and I know the two Principals agreed to spearhead peace. We have not, as the leadership of the country, spearheaded peace. We need a comprehensive policy on this. We also need to show what actions we are going to resort to to bring peace to the country. This is a great reminder that we owe it ... view
  • 17 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, obviously, whatever peace education the Ministry has is inadequate otherwise we would not have had this incident. Could the Assistant Minister confirm that peace education is part of the curriculum, and if it is not, it is going to be incorporated? view
  • 17 May 2012 in National Assembly: Mr. Deputy Speaker, Sir, I have heard the Assistant Minister say it is the KQ that paid. The Government, being a shareholder, it becomes a matter of concern to Kenyans because the Government is in it. Is he satisfied that KQ practised good governance when they single sourced in a transaction worth that much money? If not, what is he doing about it as citizens have a stake through the Government? view
  • 17 May 2012 in National Assembly: asked the Minister for Water and Irrigation:- (a) whether she is aware that women in Kacheliba have to walk for over 20 kilometres in search of water; (b) whether she could provide details of the water projects undertaken by the Ministry in the entire West Pokot County, particularly in Kacheliba Constituency since 2008; and, (c) what plans she has to provide water to the residents of Kacheliba and the entire West Pokot County. view
