Mr. Speaker, Sir, I wish I had caught your eye earlier when the Notice of Motion for the Parliamentary Service Commission Report was given. We have now received a copy of the report which is relying on the PriceWaterHouseCoopers consultancy for selecting the candidates. Mr. Temporary Deputy Chairman, Sir, I support the amendment, but it is a double edged sword that those with money can ask their agents to note who are voting for them and pay them afterwards. But even if we left it to the returning officers, they too can be corrupted and mark wrongly. So, I see this as the lesser evil and I support it.

Mr. Speaker, Sir, while thanking the Assistant Minister for that answer, some of these suspects were known to the deceased. Now that one of them has been arrested and was arraigned in court, what are the police doing to use the available information and whatever leads they can get from him to make sure that all the other suspects are arrested?

Mr. Speaker, Sir, while I thank the Assistant Minister for, at least, that one suspect who was arrested, I will go back to the issue of technology. Without spelling out how he should go about it so that we do not warn the criminals to know, could he undertake that he will use modern technology, and if he needs us to spell it out to him, we can do so privately in this House, so that he causes the arrest of the three suspects who are at large? Mr. Speaker, Sir, I would like the Assistant Minister to tell the House that even with the little he acknowledges he has received in terms of allocation, that road, being in the furthest point of northern Kenya, and the insecurity in that area comes not only from within but also from without, is he considering prioritizing that road above other security roads?

Madam Temporary Deputy Speaker, I think the Assistant Minister has to come clean and tell the country and Parliament that for the whole of North Eastern Province and majority of the Arid and Semi-Arid Lands (ASALs) the Government of Kenya has not budgeted any money whatsoever since Independence, and that those areas have been left to development partners. They have completely been excluded from the Budget in matters of agriculture and in the matter of expansion of irrigation!
