Mr. Deputy Speaker, Sir, I rise to support the Motion. I want to commend the Committee for a job very well done. It is quite clear from the findings of the Committee that the Central Bank of Kenya (CBK) as a regulator failed miserably and also that intervention by the Government came a little too late. It is, therefore, also clear that both the regulator and the Ministry of Finance knew they had a responsibility to intervene but deliberately waited for the banks to make a kill before intervening. Mr. Temporary Deputy Speaker, Sir, although in many countries there are no laws capping the interest rates, the effective regulations ensure that interest rates stay in manageable digs. I therefore say that this Report is a wakeup call to the Government. Let us pass it and then pull for the implementation of recommendations. I will not go on to read the recommendations. I am sure the mover of the Motion did that. I want to once again commend the Committee and call on us, as the House, to pass this Report. I beg to support.

Thank you Mr. Temporary Deputy Speaker, Sir. I rise in support of the Motion. This is about our internal security. Sometimes, internal security can be threatened by external matters. We remember the incident in Lamu where people from across the border came to abduct tourists and threatened our homeland security. I, therefore, from the outset, want to say that I support Operation Linda Nchi and commend our armed forces for a job well done. Mr. Temporary Deputy Speaker, Sir, once again, may I call upon the police and all the security operators to up their game. Let us show the seriousness that our armed forces have shown in Operational Linda Nchi . Let the police borrow a leaf from the Armed Forces and do a thorough job, so that we can be secure, not only at the border points, but also within our borders.

Mr. Speaker, Sir, from the Assistant Minister’s answer it would appear that the main charge against the four officers is that from 3.00 p.m. when they engaged in investigating this Chinese national, they took him to the police station at night notwithstanding the fact that they had to verify very many forms and other accessories. If the officers are being charged and have been dismissed for that lapse of time, what about the officer who released the Chinese national when there was prima facie evidence that he had committed a crime? Who is that officer and has action been taken ...
