On a point of order, Mr. Speaker, Sir. You realize that the Assistant Minister did not clarify the issues I raised. One of the issues was where Ngarimara lies and to confirm that the councilor for Ngarimara is a councilor for Isiolo County Council. I also asked what the Government is doing. Having admitted that they are going all the way to Igembe, I would have expected that he would tell us that they are setting up a police station at Ngarimara. Mr. Speaker, Sir, you may have noticed that the Assistant Minister, who is normally very direct, has become evasive. It is a fact that the councillor for Ngarimara is a councillor in Isiolo County Council. That does not stop the Government from solving the boundary dispute. Is he in order to fail to respond to a direct question and confirm the obvious – that the councillor for Ngarimara reports to Isiolo County Council?

On a point of order, Mr. Speaker, Sir. You were telling the Assistant Minister, Ministry of State for Provincial Administration and Internal Security, to deliver hon. Bahari’s Ministerial Statement alongside that of the Member Minister for Bura. I thought you were also referring to the Ministerial Statement I requested for yesterday on the security situation in Isiolo. So, I expect that he will be responding to my request for a Ministerial Statement along with that of hon. Bahari. That is the clarification I am seeking.

asked the Deputy Prime Minister and Minister for Finance:- (a) whether he is aware that the Government froze the assets of Zonal Holdings and Credit Investment Company Limited in 2001 after complaints by members of the public through Parliament that the said company had collected varying sums of money from them but failed to keep its promise; (b) who the owners/directors of the company are and what the findings of the investigations of the case were; and, (c) what the value of the frozen assets is and when the depositors will be paid their money.

Mr. Speaker, Sir, this Question came last Tuesday and the Minister was ordered to answer it today. The normal procedure in the House is for a Minister to stand at the Dispatch Box and seek the indulgence of the House. It appears that this particular Minister has little regard for the House. Is it fair that he be granted further time and he was granted time last week? This is a Question that has been asked in the Eighth Parliament in 2001.

Mr. Speaker, Sir, in those circumstances, why did the Minister then not forward the Question to the Attorney-General for answering? Since he did not do so, would it be in order for you to direct that the Attorney-General answers the Question because it remains unanswered?’
