I know health is a devolved function and when I look at this complaints board, I would shy away from establishing a parallel body at the county because it will mean that we have several centres that would be in contravention to what is going on already. I know that most cases go unreported because people do not know exactly where to go and secondly, the bureaucratic process of making a complaint to this board is also discouraging.
