On the issue of children, I know Hon. Makali Mulu has spoken about it. We have been trying to support them with bursaries from the National Government Constituencies Development Fund so that they can get proper education. There are children we pay bursaries for right from birth to primary school. I know we want to fast-track this Bill and avoid the counties, but I do not think it will be possible to entirely do so. On the issue of special schools, even if we want to streamline issues and ensure that special children interact with the able-bodied ones in schools, we cannot run away from having special schools. The caregivers have a very hard time. I know children with special needs need someone to take care of them, all round, and even take them to the toilet. Thank you, Hon. Speaker. I also rise to support the petitioner. Just last week, you remember we had an issue on environmental impact assessment done by KenGen. I raised an issue in Eburu area in my constituency. This streamlining and making it as professional as possible will enable it join other professions like the lawyers, the Institution of Engineers of Kenya (IEK) and the Law Society of Kenya (LSK) in terms of conduct, terms of references and even code of ethics. Thank you, Hon. Speaker. I also rise to support this Petition. I think the issue of KenGen is widespread especially in the areas where they are operating, including my own constituency in Eburu area. The emissions from those plants have a detrimental effect not only to the plants, but also to the people who live around it. looked at holistically so that we know exactly how we deal with those emissions. Just recently, we had iron sheets being corroded by the effects of those emissions. This has not been addressed properly. The issues of CSR and employment are very critical. I think it should be by policy that in every area they are operating, the locals are entitled to about 70 per cent of the employment activities around that area. That way, they can be able to fend for their families even when the initial primary activities like farming are affected. With those few remarks, I support.
