The Fund has been a game-changer in many constituencies especially in constituencies where it has been managed well. But the genesis of the Fund being political, so to say, was to do the run- off in case it happened in 2013. This almost made the beneficiaries to think that it was a political gift. They will put it to good use, so that they are able to repay it at the right time. The grace period is also important for the public. There are many things we learnt from Moi. As a beneficiary of the Nyayo Milk, I remember him for that. However, there are other things that we learnt, how to do and how not to. We invested a lot of time on these regulations as a Committee not only because it is an important piece of legislation but because it is a sensitive matter. We considered so many of the issues that have been raised by the Mover, especially consistency with the parent Act, with the Constitution and with other statutes. The issue of public participation, as it has been alluded to, is included. In Article 10 of the Constitution, inclusivity, accountability and transparency are mandatory requirements. The Committee has been very open to regulation making authorities in what we call pre- publication scrutiny. This is something that I will say to other authorities that are watching these proceedings. I served with her in the 11th Parliament and there is no doubt about her impeccable character.
