The Fund has been a game-changer in many constituencies especially in constituencies where it has been managed well. But the genesis of the Fund being political, so to say, was to do the run- off in case it happened in 2013. This almost made the beneficiaries to think that it was a political gift. They will put it to good use, so that they are able to repay it at the right time. The grace period is also important for the public. On my behalf and that of the people of Gilgil and Nakuru in general, I take this chance to send my condolences to the family of Mzee Moi. There are many things we learnt from Moi. We invested a lot of time on these regulations as a Committee not only because it is an important piece of legislation but because it is a sensitive matter. We considered so many of the issues that have been raised by the Mover, especially consistency with the parent Act, with the Constitution and with other statutes. The Committee has been very open to regulation making authorities in what we call pre- publication scrutiny.
