Kigano, what was going through my mind is that, if you look at the sovereignty of the people and the supremacy of the Constitution, Article 81(b) does not even talk in inference. It is explicit. If you sit on the 47, we minus them from what we require. If you sit on the 23 that we occupy, we minus them. The burden is not as much. It is 21 Members to comply. In fact, what we should look at is how to deal with the mischief in terms of sneaking it through this omnibus kind of amendments. It may look like it is an easy thing when you say it is an exception, but these are the main issues in a SACCO.   • 13 Nov 2018 in National Assembly: If you look at page 429 on the social impact member, they say the special fund investment policy means the policy formulated by the investment committee to govern investments from the special fund. The special trustee means that the trustee is constituted under Section 47. The details may look like easy amendment but the devil is in the details. This will be a take-over of the SACCOs.
