  • 8 Jul 2015 in Senate: Mr. Speaker, Sir, I sought the Floor earlier under a point of intervention. I want to comment about the students that are in the gallery and not specifically on this Statement. I welcome them, especially because they are boys. As you know, we are dealing with a crisis of illicit brews and other vices in our counties, which are mostly consumed by young men. I hope that they will learn from the great men and women in this House to be of great and positive impact to the ones that they have left behind and their respective communities. view

I am pleased because this amount was arrived at after consultations with various stakeholders. I also want to register my disappointment with the CRA because it has treated this House unfairly.   • 1 Apr 2015 in Senate: Thank you, Mr. Temporary Speaker, Sir. I want to join my colleagues in applauding the President on his second Speech to Parliament. I will note a few things because I have very limited time. One, I am impressed by several things in that Speech. In fact, it is one Speech that saw people across the Floor disregard the rules of the House. We actually clapped instead of thumping our feet. Murkomen that even when the Chair of this Committee is not there, he is ably represented. These are issues that we have canvassed in the Committee and we will be sure to move amendments at the Committee Stage. What is worrying me most is actually not the matter being debated, but the authority of the position and the seat that you are sitting on. If I heard you well, you gave a direction; that the Senate Minority Leader either withdraws and apologizes or substantiates. He has said that there is nothing to substantiate or withdraw. Even if he does not respect you, as a person, could he respect the position that you are occupying and the authority of that seat? view
  • 25 Mar 2015 in Senate: Mr. Temporary Speaker, Sir, I rise to support this Bill. Gone are the days that aridity and semi- aridity was a preserve of a few counties in this country. As I said in the morning, 80 per cent of land is actually arid or semi-arid. Gone are the days when it was only Marsabit, Mandera, Wajir and Turkana counties.
