Rono, who also took the opportunity to make his contribution to congratulate Elgeyo/ Marakwet County Assembly for not passing the Constitution of Kenya (Amendment) Bill. I guess this allows me to also congratulate the Nyeri County Assembly and the other 42 county assemblies that passed the Bill.   • 2 Mar 2021 in National Assembly: The other thing that this Bill has done that is also very important is that it has put it categorically that young children have a right to free and compulsory early childhood education. We have standardised the curriculum of pre-primary education. I know that a lot of pre-primary institutions run their curriculum. They decide what they want to teach the children and some spend the whole day playing. We now have a structure where if you are running an ECD facility, there is a curriculum that you are supposed to follow. view
  • 2 Mar 2021 in National Assembly: The Bill will standardise the teaching resource capacity by ensuring that teachers who work in these institutions pass through the Teachers Service Commission. We have also provided a structure of ensuring that quality assurance is being done. We will ensure that these children who will go to Grade One under the new system and everything else that they do follow a process that connects them to the next level of education and all the way forward. view
  • 2 Mar 2021 in National Assembly: Finally, this Bill provides a safe environment for children by ensuring that the institutions that are set up have basic safety measures, for example, firefighting equipment and teachers who are trained on first aid. This is very important because we are dealing with children who are very sensitive. view

Obara, there is quite a bit of work that went into this particular Bill. I ask the following Question to the Cabinet Secretary for Education: (i) Could the Cabinet Secretary provide a breakdown of disbursement of Schools Infrastructure Funds since 2013, giving details on specific amounts allocated to each school in each county? (ii) Could the Cabinet Secretary also explain the criteria used to allocate and distribute such funds? view

I beg to move: THAT, the Schedule to the Bill be amended in the proposed amendments to the Universities Act, No.42 of 2012 (a) by deleting the proposed new paragraph (c); and; (b) by inserting the following new subsection immediately before the proposed new subsection (3) “(2A) Despite subsection (1), the President may, on the recommendation of the Commission through the Cabinet Secretary, and on the advice of the National Security Council, establish a specialized degree awarding institution specializing in national security issues.” The justification for this is that the amendment seeks ... view
