  • 14 Feb 2014 in Senate: Thank you Mr. Speaker, Sir, for giving me the opportunity to present my position. On my right is Mr. Wilfred Nyamu, my legal counsel. I will take 15 minutes and then the legal counsel will take the other 15 minutes. May I reiterate my impeccable career both in the Civil Service and in the political arena as a DC, Under Secretary, Deputy Secretary, Chief Finance Officer and Deputy Director of Budget. For 25 years I have done this work including serving in one of the biggest Ministries, the office of the President, for six years with a budget of billions ... view

  • 3 Oct 2007 in National Assembly: On a point of order, Mr. Speaker, Sir. I wish to seek a Ministerial Statement from the Minister for Health, regarding the delivery of a new ambulance, Registration No.GK A564P, and medical supplies from the Kenya Medical Supplies Agency (KEMSA) to the October 3, 2007 PARLIAMENTARY DEBATES 4309 various public health facilities in Runyenjes. Mr. Speaker, Sir, all these have been delivered through a parliamentary aspirant. I would like the Minister to clarify the circumstances under which the said ambulance was released to a parliamentary aspirant by the Medical Officer of Health (MOH) on instructions from a very senior official ... view
  • 2 Oct 2007 in National Assembly: Thank you, Mr. Speaker, Sir, for giving me this opportunity to contribute to a very, very critical Appropriation Bill of 2007, which is going to raise nearly Kshs500 billion for the economy. It is, definitely, the highest appropriation in one single year in Kenya's history. We should be very, very proud when we are passing this Appropriation Bill. Secondly, Mr. Speaker, Sir, the passage of this Bill will ensure that the funds released are going to be utilized in some of the most critical sectors and subsectors of the economy, starting with the infrastructure. We are aware that there is ... view
  • 2 Oct 2007 in National Assembly: Thank you, Mr. Speaker, Sir, for your guidance. I concur and wish to support this wonderful Appropriation Bill. view
  • 25 Sep 2007 in National Assembly: Mr. Deputy Speaker, Sir, I have no problem with the recruitment of CDF Account Managers. But could the Minister confirm or deny that the CDF Account Managers are, in fact, the chief executive officers of CDF offices from now on? In fact, they are going to take over the jobs of CDF Managers and Coordinators! Could he confirm that absolutely, so that it is in black and white? view
  • 19 Sep 2007 in National Assembly: Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this September 18, 2007 PARLIAMENTARY DEBATES 3987 opportunity to contribute to the Finance Bill. I want to approach this Bill from two angles. One, I want to cite a few sections where the Minister has made very good recommendations. I will also cite about five sections where we would like to see some amendments. Let me start with the good sections. The imposition of 20 per cent Export Duty or Kshs10 per kilogramme on used lead and acid batteries is a good recommendation. It is definitely going to promote local ... view
  • 13 Sep 2007 in National Assembly: Thank you, Mr. Temporary Deputy Chairman, Sir. I will not argue as a lawyer, but as a political scientist. This is a very, very dangerous amendment and I am opposing it because it is going to wreck the entire Statute Law (Miscellaneous Amendments) Bill. We cannot afford this Bill to be rejected by the President because we are overriding his executive powers. We are talking about the executive role. I have been in the Civil Service for over 20 years, and I know when the role is executive and when it is legislative. This is an executive role and the ... view
  • 22 Aug 2007 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I would, first of all, like to apologise for coming late. I was held up in the traffic jam. I am very sorry. view
