  • 23 Feb 2021 in Senate: changing them from hard copy to soft copy. Currently, getting records from the lands registry is a push of a button. It is important for the governors to employ learned people with relevant skills in record keeping so as not to take CPAIC round in circles when they cannot produce the relevant evidence to support audit queries. In conclusion, this report has shown that most governors lack governance and management skills. It is important that we get the right people in the office of the governor, right from the start. We should not elect people to office just because we ... view
  • 23 Feb 2021 in Senate: Madam Temporary Speaker, I thank you for giving me this opportunity to support the Motion on the Adoption of Reports of the Sessional Committee on County Public Accounts and Investments (CPAIC) on Audit Reports for County Executives for Financial Years 2015/2016, 2016/2017, And 2017/2018 (Volumes i, ii and iii). This report has revealed the corruption that we have been talking about as a country. I support the recommendations that have been proposed by the CPAIC. The 23rd recommendation that has been proposed by the Committee states that there are many unsupported expenditures relating to scholarships and other education benefits. It ... view
  • 23 Feb 2021 in Senate: with governors or county officials to double fund or take money that is meant to support needy students. Madam Temporary Speaker, the report also speaks to a series of county finance offices being burnt down. That could only mean that there is something fishy going on in the county finance departments and someone wants to evade audit. It is important for all the counties to account for all the funds that they have been allocated up to the last shilling. County officials in charge of finance should not resort to burning offices after they have mismanaged the funds that are ... view
  • 23 Feb 2021 in Senate: It is improper for somebody in the position of a governor to blame people for their own mistakes. I urge fellow Kenyans to avoid electing people who have no experience to the office of county governor. People who have no insight of the office they are going to hold should not be elected to the office of county governor. Unqualified persons who hold the office of the county governor are costing their counties. Kenya is losing a lot through ignorant people who hold the office of the county governor. Not all governors are ignorant, but there are a few who ... view
  • 18 Feb 2021 in Senate: Thank you, Madam Temporary Speaker, for giving me the opportunity to support the Motion by Sen. (Dr.) Milgo on counties having at least 10 per cent of their budget allocated to ECDE. There is so much that is happening in our education sector. Currently, we are reviewing the 8-4-4 curriculum and embracing CBC. If we do not consider revenue allocation to support these changes, then we might not achieve much as country. These changes will affect children in ECDE centres. ECDE is a devolved function. To identify those children, you need to go to the grassroots. It is easy for ... view
  • 18 Feb 2021 in Senate: their budget to ECDE. As I said, our counties are going through transition. Transition is a very sensitive process, but we must well equip our ECDE institutions in this country. There are counties that are doing well. However, we need do a research in those counties and establish how much of their budget goes to ECDE. We must make it mandatory for them to allocate 10 per cent of their budget to ECDE. We need to revise the methodologies put in place and prioritize ECDE. For those not doing well, we will need to find out the challenges they are ... view
  • 17 Feb 2021 in Senate: Mr. Speaker, Sir, I also rise to support the Statement. Being a Member of the Committee on Labour and Social Welfare, the matter should be implemented because we dealt with it. It is unfortunate that it has not been implemented. view
  • 17 Feb 2021 in Senate: It is better for former councilors to be recognised and given their dues because they used to work under difficult circumstances. Before, we used not to have motorbikes but we have them now. Some of them used to walk to work and now they are old while The electronic version of the Senate Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor, Senate. view
  • 17 Feb 2021 in Senate: others have passed on. For example, in my community, there is one who passed on without enjoying his benefits. Their families are wallowing in poverty. view
  • 17 Feb 2021 in Senate: It is important to ensure implementation of whatever we pass. It is also important for people to respect our resolutions. That means the National Treasury should allocate money for those people who are yearning for it. They aired their grievances. Why is it that the National Treasury cannot honour them? view
