Right from the outset I want to say that I support the Bill because it is also fairly procedural and routine.   • 9 May 2017 in National Assembly: I think taxation at 50 per cent is called for because for some reason this activity is now booming in our country. I wonder why betting and gambling is booming so much. I do not know whether it is because Kenyans are very hopeful people. Or maybe this is an indication of a really low- level of desperation. Whatever the reason, I think it is only fair that it is taxed at the highest levels possible.   • 9 May 2017 in National Assembly: Hon. Speaker, I have noted that the Public Procurement and Disposal Act has also been looked at. If there is an area that is most problematic in the management of public affairs, it is public procurement – It is the mother of all corruption. So, I would support anything that would assist in strengthening and curbing corruption. Anything that would help minimise the delays and bureaucracies in procurement should be welcome.   • 9 May 2017 in National Assembly: Finally, our tax regimes and rules should be as friendly as possible to the food sector. They should support agriculture in terms of subsidizing farm inputs, fertilizers, and fuel. So, if our tax regimes and laws can support agriculture and if our Government can look into issues of marketing and supply, we will definitely move this country somewhere. Hon.   • 22 Mar 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker, for giving me a chance to make some comments on His Excellency the President’s Address. I did not find this Address inspiring and giving hope to Kenyans. Some of the key areas where we expected clear information and statistics to see what is happening did not come out clearly. One area of serious concern in this country is unemployment. The percentages of unemployment are very much on the increase.   • 22 Mar 2017 in National Assembly: Another area is food security, which has been handled very poorly. Kenyans should not be starving the way they are. If the policies on agriculture, irrigation and food production were followed and properly implemented, we would not have had food insecurity. What happened to the one million or so acres that were supposed to have been cultivated? Related to this is the issue of marketing, which is very poorly handled.   • 22 Mar 2017 in National Assembly: The President mentioned the issue of salary reduction. I do not know who advised him on this because that is a very simplistic approach. I do not see how that will assist the economy of this country to grow. If anything, if you reduce the salaries of employees, you will have a demotivated and demoralised workforce. I do not see if that will assist you to achieve your objectives and your Vision 2030. It is just going to increase levels of stealing and corruption. That is the wrong way to go.   • 22 Feb 2017 in National Assembly: Thank you, Hon. Speaker for giving me this opportunity to contribute to this Bill. As it has been explained, the Statute Law (Miscellaneous Amendments) Bill mainly makes corrections to existing laws. There are instances where the correction is just to change the terminology and align it with what is provided for in the new Constitution, or in a later Bill or definition. I have noted a few amendments regarding the old law where we used to have “Ministers and Permanent Secretaries”. We want to replace with “Cabinet Secretaries” and “Principal Secretaries.” These laws were enacted before devolution and it is ... view
