Some of them have long retired. Others, perhaps, have moved on; they are no longer with us. So, it becomes difficult to prosecute those cases.   • 2 Dec 2014 in National Assembly: has been taken. I cannot think of any case that has been followed up and has been prosecuted because of these reports from PIC and PAC. It is high time this National Assembly put its foot down to make sure that those reports are actually followed up. I differ slightly with my colleague who has said that, maybe, it is the Opposition that is not checking the Government. But you see, it is the Government that has the machinery to enforce. Temporary Deputy Speaker, when it comes to matters of the environment, I think these are issues we should take very seriously; particularly we in Kenya should strive to be in the forefront. Remember that we are the hosts of the United Nations Environment Programme (UNEP) and we have been given that honour by the whole world.   • 20 Nov 2014 in National Assembly: As the Bill itself says, it is aimed at ensuring that it is aligned to the new Constitution, particularly when it comes to issues of devolution. One of the main features of our new Constitution is to do with devolution, where as much of these activities as possible are done at county level. I think that it is a good thing to recognize that a lot of these activities should be devolved. Just the awareness on how to improve our environment and how to relate to the environment is important. I think awareness and education should be intensified from the lowest level possible. I would also urge that when we are doing strategic plans at constituency, ward or county levels, we should make sure that the environment is given prominence. We should give ourselves targets for environmental roadmaps just to ensure that we keep our environment clean. We need to disseminate sufficient and useful information on the impact of environmental degradation and climate change.
