  • 28 Nov 2013 in National Assembly: Hon. Speaker, I am one of those hon. Members who have been sitting in only one committee from the beginning. I was told that we would be allocated other Committees. My friend, hon. Kaluma, did so. It was put in writing but no communication has been given so far. Even the Committee that was suggested I could belong to never meets. There must be something wrong. Although this is, probably, a matter which the House leadership should address, I request your intervention to ensure that that understanding is adhered to. It should be a very easy thing to deal with, ... view
  • 28 Nov 2013 in National Assembly: Hon. Speaker, as I have said, I have no difficulty in supporting this Motion. The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor. view

  • 16 Oct 2013 in National Assembly: Madam Temporary Deputy Speaker, I rise to support this very important Motion. We are in the 21st Century and, therefore, we should be restructuring and reforming everything to cope with what is expected of us. I do not see why we should be processing those documents the same they were processed during the colonial times. It is a nightmare to get an ID in some places in this country. This is something that should be simplified. In fact, it is a right for every Kenyan citizen to have this. I want to suggest that those who are issuing IDs should ... view
  • 25 Sep 2013 in National Assembly: Thank you very much, hon. Temporary Deputy Speaker. May I also just add my voice and concern on the selection to contribute--- view
  • 25 Sep 2013 in National Assembly: With due respect, hon. Temporary Deputy Speaker, let it just be first come first served. Now, with regard to the Motion, I stand to support it. I support it because it has something to do with security. Anything that comes here that is about improving security, I will support fully and I am sure hon. Members will support. Security should be number one concern for any government. In fact, I am not sure, but it should not be this House urging Government to do what it is supposed to do; to carry out its number one mandate of ensuring that ... view
  • 25 Sep 2013 in National Assembly: Hon. Members, I think on our part, we should be able to support this Motion and be able to provide or vote for the resources that are needed to ensure that Government carries out its mandate on security. Obviously, when we are looking at a Motion like this, we should be looking at it in a more holistic manner. That is why, perhaps, when legislation comes, it should be able to cover all areas of security; cattle rustling is just one of them. There are many others. I do agree with those who were saying that these are criminals who ... view
  • 17 Jul 2013 in National Assembly: Thank you very much, Hon. Temporary Deputy Speaker. I rise to contribute to the Motion by Hon. James Gakuya. I support this Motion because it raises a very important matter. It raises the issue of garbage and waste management. This is one of the areas I would like to say that we have largely failed. This is because management of garbage is very poor indeed. It is haphazard, it is poorly co-ordinated and I think to some extent harmful. view
  • 17 Jul 2013 in National Assembly: It is high time that we looked for ways, structures and approaches that can transform or completely change and improve the way we have managed our garbage and waste. This is a way that will be beneficial to this country be it in the cities or in the rural areas. view
  • 17 Jul 2013 in National Assembly: This is a matter that we should be thinking very much outside the box. The way garbage is being managed now is very poor. We should learn from other countries or jurisdictions how they manage their waste. view
