The NHIF, with little amendments here and there, can play a very good role in that direction. I am quite pleased that the direction we are going regarding payment of stipend to the elders is good. The fact that we are saying that anybody aged 70 and above should qualify for this support will eliminate a lot of corruption that has been there. • 24 May 2017 in National Assembly: Thank you, Hon. Speaker. I also rise to support this Bill. I hope that we shall pass it so that the revenues can be released to the counties. Our interaction with the leadership at the counties shows that everybody is moaning that there is a lot of delay and there is a standstill in many activities and projects. One or two areas that I have looked at and felt curious about are the funds that have been set aside to support the village or youth polytechnics. I am not sure that those monies are being used properly. When I look ... view

David Ochieng, who is my good neighbour and party leader of one of the newest parties in the country. It is a timely Bill that addresses a very a problem that is causing a lot of challenge in this country. I was quite impressed when Hon. David Ochieng was moving the Bill and he said that it is something that he has been working on for a number of years even before he came to this House. It ... view
