Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Hon. Temporary Deputy Speaker, I know my brother probably did not do literature. Can you, please, add me time because he swallowed up my minute? Because I wanted to raise some certain issues about how wide the Bill is, there are some amendments that I seek to bring on dependence, because like for me, I do not have a child. I am clear in my mind that…

Thank you, Hon. Deputy Speaker for indulging me. I am clear because I have no children. In terms of ranking and by law, there will be my husband, my sisters and brothers, my nieces and nephews that I take care of, and my grand nieces and nephews that I take care of. I also take care of several other people that depend on me. If we leave it too wide, it will be subject to abuse. I want to ask us that we bring an amendment that is clear where that reaches. Also, I want to bring an amendment that ...

Thank you, Hon. Speaker. Last week I had actually requested, on record, that we have a kamukunji with the Cabinet Secretary for Treasury. There are times that in the House you can see it is beyond the chairman or the House leadership. Those who were with me in the 10th Parliament know that there was an issue that was as divisive as this and it actually went to the President and Prime Minister. It called that we actually had to engage with them. Hon. Speaker, why do you see Members going this way? Many people may say that Hon. Members ...

Hon. Speaker, the money that reaches ordinary Kenyans is NG-CDF, whether it is through the projects it does, the bursaries and everything. So, when NG-CDF stops, it means there is no pesa mashinani . I urge the House leadership not to take this issue that we will consult in the air. When Members ask for a kamukunji, call a kamukunji. Let Members have an indication whether it is on Monday or wherever. I would actually suggest on Monday but when you go with the mood of the membership at this level, it is going to collapse. Then people will start ...

Thank you, Hon. Speaker. My good friend Hon. Charles Kilonzo is trying to give me some update. I sit on the Budget and Appropriations Committee and we have been sitting for very long hours, sometimes until 1.00 a.m. The day before yesterday we sat until almost 9.00 p.m. Part of the reason we sit for long is because we have been unable to agree with the CS. I was categorical to the CS, in the same manner Members are talking here. I told him that I have been in this House for some time and that I could read the ...

Members, let us walk in one direction and not be divided because NG-CDF affects all of us. As a matter of fact, the Departmental Committee on Budget and Appropriations has not made any decision. We got a presentation from the CS and his team thereafter and they said they had made some corrections. We told them that they cannot make corrections without consulting the Departmental Committees that came before us and because of that, we refused. He was persuading and rushing us to bring the Supplementary Budget today, which we refused. We must hear from Members so that all these ...

of this House so that he can know that Members are serious. On one hand, sometimes, I think these things have a blessing. I am glad Hon. Alice is saying her constituency has received Kshs18 million. I have received none because I had not been paid accumulative amount of Kshs80 million in the past budgets. One of my constituents went and reported to the police that we had stolen that money. I went to NG-CDF and told them that they were saying we had stolen Kshs80 million. I have now received my Kshs80 million. Thank you. I am only waiting ...

Yes, Kshs80 million, past money. I have just been dwelling there. Now that I have received my Kshs80 million, I am at zero in the current Financial Year. It may sound that I have received a lot, but Kshs80 million is for Financial Year 2019/2020. I told the CS that there is no way we are going to move on when other Members have arrears. I inherited that problem and in trying to catch up, we kept being pushed back. When will we ever catch up and clear that? Let them give all Members with arrears and who have no ...
