Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Thank you, Hon. Speaker. The reason I am projecting my voice is because I am dressed like a priest and so you might think I am bishop somebody. Having said so, I just wanted to add my voice to this. I was the one who moved the Treaty Making and Ratification Act and I am listening to the Members. I think perhaps what we might need to amend is our memory or our knowledge. The reason I brought the Treaty Making and Ratification Act is when the Constitution was being passed, the judge opposed it based on the fact that ...

Hon. Deputy Speaker, I beg to move that the Motion be amended as follows: By inserting the words “including livestock and fish farmers” after the word “farmers” wherever it appears in the Motion. First of all, I support the Motion. I am moving this amendment because ordinarily when people speak about farmers, there is a perception that the word “farmers” excludes fish farmers and sometimes livestock farmers. In areas where I come from, I represent members of the public in seven habitable islands. So, the predominant activity in my constituency is fish farming, even though we also have other forms ...

see that right now in Nairobi and its environs and even Kisumu which is the source of fish, the bulk of the fish is from China. It is killing the fishing industry in the traditional Lake Victoria area. The essence of my amendment is that we consider the fisherfolk. I know the Mover of the Motion. I cannot see him but I want to thank him because earlier on, he apologised profusely for saying some not very nice things. I know it is not because of that he forgot the fisherfolk. I am sure he will agree with me that ...

Thank you, Hon. Temporary Deputy Chairlady. My amendment was proposing the inclusion of a lawyer with expertise in intellectual property law. What the Chair of the Committee is doing in the two subsections includes the law profession… The reason why I was talking about intellectual property law is because this is a field where lawyers with expertise in intellectual property law would be of use. Even though the law profession is mentioned twice in the Chair’s amendment, it is weaker than my proposed amendment. It is weaker in the sense that my amendment made it mandatory that there would be ...

Hon. Temporary Deputy Chairlady, he is actually losing me with his comments. I am proposing a further amendment to drop the word “co-option”. Co-option is bringing in members in a manner other than what is provided in the law. If you say that the Board members will be brought in competitively or be appointed then you co-opt somebody, it means that that person will not go through the process. Nonetheless, I hope that the persons who will undertake this task will look at the legislative history and have the wisdom to know that it is important to have a lawyer ...
