Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

The reason is that even though it may be important to provide graduated levels of approval depending on the magnitude of the project, we are creating avenues for corruption by vesting unchecked powers to the Cabinet Secretary. Good governance requires dispersal of powers in different units and not putting them in an individual’s hands. I propose deletion of it.

Temporary Deputy Chairlady, I beg to move: THAT, the Schedule to the Bill be amended in the proposed amendments to the Public Private Partnership Act, 2013 (No.15 of 2013) by― (w) by deleting the proposed amendments to the First Schedule. You can see the First Schedule is about the conduct of business and affairs of the committee. If we delete it, it means we will have a committee without regulations as to how they conduct their business. I propose, in light of what we passed earlier, that we retain this one.
