Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Thank you. I support this. This country needs national cohesion, because most of the institutions do not obey the law. It is important that Parliament holds them to account. I second.

Thank you, Hon. Temporary Deputy Chairman. While I am moving my amendment, I will explain to the hon. Members so that they understand my amendment. I beg to move that Clause 2 be read a Second Time---I have forgotten how it is done.

Hon. Temporary Deputy Chairman, I move that it be amended as per the Order Paper. There is so much excitement and that is why I have forgotten.

Hon. Temporary Deputy Chairman, I want to read it out in the amended form. I beg to move:- THAT, Clause 2 of the Bill be amended by inserting the words “and shall not exceed three months from the 3rd of December 2015” immediately after the words “determination is made” appearing in the proposed sub-section.

Hon. Temporary Deputy Chairman, 31st of December, 2015. If you look at the amendment that is proposed by the Committee, what it seeks to do is that it is enabling the vetting of judges and magistrates to go on in an open ended manner so long as they would show that they would have started vetting some of the cases. If we do not put a cap, then actually what Members of the Committee are saying that it will end in December 2015 is not correct. What it means is that so long as they decide that they have started ...

Hon. Temporary Deputy Chairman, I think I need to explain to hon. Members so that they understand because I hear them asking me to withdraw. If I withdraw, then we are leaving this body to vet ad infinitum . From the amendment that is proposed by the Chairman, so long as they can show that they have started a process, they can continue forever. There is no cap and you cannot have a body vetting people forever. So what we are doing is putting a cap to three months so that it does not go beyond that. I am not ...

Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. I oppose this Bill. In opposing this Bill, I want to say that corruption hits at the heart of the society in this country but the way we are going about it is wrong. We need political goodwill. I urge the President that instead of us bringing amendments, the amendment that should be done is an amendment to the President’s heart so that we are more serious about corruption. When we were moving the two-thirds gender principle, we were told that we cannot get it because of money. It ...

Thank you, Hon. Speaker. I want to draw the attention of the House to something very important that happened when you were away. Last week, this House passed the Marriage Act and one of our Members has taken upon himself to make sure he obeys the law to the letter and got married. Indeed, he had his honeymoon at State House. If State House can recognize a Member of this House, would I be in order to request that, as a House, we congratulate Hon. Mwaura for joining us in this noble institution?
