Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Temporary Deputy Speaker, in moving this Bill, I want to say that I must have woken up on the right side, and I must have been led by God because this Bill synchronizes very well with the Bill that we have just dealt with. We have just dealt with a Bill on counselors, psychologists and psychotherapists. I am talking on the issue of victimization. Before I brought this Bill, I had appeared before several committees. I had appeared before the Committee on Budget and Appropriations and the Committee on Justice and Legal Affairs.

If you look at the long title of this Bill, it provides that it is for an Act of Parliament to give effect to Article 59 of the Constitution; to provide for the protection of victims of crime and abuse of power and provide them with better information and support services. It is to provide for reparation and compensation to victims, and to provide special protection to vulnerable victims and for connected purposes.
