  • 12 Mar 2014 in National Assembly: The other issue I want to speak to concerns under-performing institutions. For instance, the Report talks about under-performance by the CID and the State Law Office. In Mbita, I have inherited a case of a school called Lusare Primary School. In that school, there were people who donated land, and after that, when they died, their dependants asked to be paid for the land. The community was taken to court by those owners. The matter came to court more than 30 times. Out of those 30 times, the State Counsel appeared only three times. After that, the State Counsel came ... view

Finally, I want to thank you also for bringing to our attention the issues under Article 229 of the Constitution. I think this is not just an issue for this Committee, but an issue that we would actually want to call upon the Chair to rule on. view

  • 12 Mar 2014 in National Assembly: Hon. Temporary Deputy Speaker, yes, I want to respond to it. My learned junior is very quickly catching up because in Parliament, if you do not know how to get in through points of order--- He has found a perfect way of trying to defend his President and Deputy because he missed the opportunity. So, I want to congratulate him. While congratulating him for using his Standing Orders and law well, I want to confirm to the House that the decision was taken yesterday and you know the parliamentary process takes a while. So, I am hopeful that if Parliament ... view
  • 12 Mar 2014 in National Assembly: On a point of order, hon. Temporary Deputy Speaker. I have put both of them but I just wanted to rise as a matter of concern that we need to get our technology to harmonize with our rules. That is because the technology is also creating confusion in the House and making the House very dull. If I want to compare with the Tenth Parliament, if you had issues of intervention which also made the House interesting but also made sure we had procedure in order, I could intervene. But now even when I see something is out of order, ... view

  • 11 Mar 2014 in National Assembly: Having said that, I want to thank the leadership of the House for moving with speed to ensure that Members are able to do their work effectively in the respective committees. I would urge the House to, with the same speed, move to resolve the issue of the Pan-African Parliament, which is sitting right now and all the Members of the PAP, me included, are in the House when all the other countries are already sitting in South Africa. view
  • 11 Mar 2014 in National Assembly: I would also want to join hands with the other Members of Parliament who have congratulated the Member who is elected in the constituency where Kisii University sits. I know he has his work cut out for him; that is why it is good that he is in the committee. view
  • 11 Mar 2014 in National Assembly: Indeed, raping of eight women is a crying shame and I would want to encourage the Government to move in with speed and deal with the officers who shot the students and raped the female students. That was not something that warranted using live bullets. I want to encourage the Inspector-General of Police to tell his boys that when they are dealing with students, and women in particular, they must be empathetic. They must also know that it is unconstitutional to use excessive force. view
