Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Mr. Speaker, Sir, I had sought an urgent Ministerial Statement which was supposed to be delivered today and the Minister is very ready with it and it is a very short one.

Mr. Temporary Deputy Speaker, Sir, I am very happy with that response. All that I needed is assurance that nobody is going to hive off that division, because in the past parts of that division have been hived off without following the law. I am satisfied with the answer.

Mr. Temporary Deputy Speaker, Sir, I rise to support this Bill. In supporting this Bill, I want to congratulate the Minister for bringing it to this House. Mr. Temporary Deputy Speaker, Sir, I rise to oppose this report. In opposing this report, I want to give different reasons. I do not agree with hon. Githae that we did a wrong thing by talking about balance. If you come from communities that have not been regarded in the past, that is the best thing we have done in the Constitution; for once, we can hear the names of communities that we never heard in this country, because the five dominant tribes have been taking up all jobs and leaving minority communities without any jobs. Mr. Temporary Deputy Speaker, ...
