Millie Grace Akoth Odhiambo Mabona

Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

  • 13 Apr 2022 in National Assembly: Thank you, Hon. Speaker for indulging me after you had actually risen. I really appreciate. I want to raise an issue based on an earlier decision you had made in relation to the Huduma Bill, which may also impact on this. Yesterday, we had an informal discussion based on a decision that had been made by the Hon. Speaker, and we agreed that I bring amendments. I was sending my amendments at midnight yesterday; and I do not know if they would be affected because perhaps you may not have looked at them. But I have very many amendments in ... view
  • 13 Apr 2022 in National Assembly: Thank you, Hon. Speaker. I just want to encourage the Leader of the Majority Party to relax. There is no person who is more passionate about children issues than me. Indeed, I have followed these Bills from before I came to Parliament up to now. The delay has not been Parliament’s. He only said it was brought last year and I brought a sister Bill, which is the Child Justice Bill, even way before then. It has just come to the House for First Reading. I do not even think it has come for First Reading, but it has been ... view
  • 13 Apr 2022 in National Assembly: out of wedlock. Because we are dealing with issues of principle, we must protect children born out of wedlock. If we are in a rush, because we want to pass a Bill that is comprehensive in terms of size, but not comprehensive in terms of principle, then we are cheating the children of this country. Let us look at the Bill carefully. We are even confusing terminology. Differential treatment is taken as discriminatory treatment. There is a lot of confusion. The issues I am raising, I suspect, are not the same issues the civil society is raising. I have not ... view
  • 12 Apr 2022 in National Assembly: Thank you, Hon. Speaker. I am not rising on the issue of whether Hon. Duale’s grandfather was a colonial chief who was harassing Kenyans or not. However, in tandem with what Hon. Kajwang’ is saying, there are certain things we need to discuss as a House which perhaps may not be put formally. So, I was requesting that perhaps we have a Kamukunji when we return. One of the issues of concern to me is that of the parliamentary calendar. You can see that most of the parties are conducting their primaries this week. I am supposed to be going ... view
  • 12 Apr 2022 in National Assembly: Thank you, Hon. Temporary Deputy Chairlady. Even though I agree with Hon. T.J, I wish that the Committee would also take cognizance of an emerging issue that we are not only dealing with the Independent Electoral and Boundaries Commission’s (IEBC) register but parties now have registers which need to go through the same process. It does not matter if you are dealing with two political parties or wherever because we have brought new amendments affecting elections. We brought a more recent amendment that people can only vote through parties. How then do we verify the party register for public use? ... view

  • 12 Apr 2022 in National Assembly: vied, when I defeated one of my opponents in the party primaries, he went on to contest as an independent candidate. He came back and I defeated him. The second time I vied, again, the person I defeated contested as an independent candidate and I beat him by a bigger margin. I know this is also likely to play out again. However, so that people do not consider you a selected candidate, if people complain, let them come and go independent and let us face each other off. So, I am okay with that window often days so that people ... view
  • 12 Apr 2022 in National Assembly: Hon. Temporary Deputy Chairlady, my understanding is that what the Committee seeks to address relates to nominating MCAs to meet the two-thirds gender rule, so that no party nominates people from outside the county in question. That would mean that no person registered in Turkana is nominated to serve in the Homa Bay County Assembly. As much as we may be trying to deal with provisions in the National Integration and Cohesion Act, it would be important that a person nominated to a county assembly has some links to the county so that their nomination does not create a lot ... view
  • 12 Apr 2022 in National Assembly: Hon. Temporary Deputy Chairlady, thank you for the clarification. I am mentioning the two cases as examples, even if the nomination has to do with PWDs and other categories. There are enough PWDs in every county.
