Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Mr. Temporary Deputy Speaker, Sir, I would also like to say that the protocols that we have annexed as schedules, we should, as much as possible integrate their contents within the body of the main Bill because, again, even though the schedules are usually part of the Bill we have a tendency, as Kenyans, to treat them as inferior. So, unless we have them within the main body, it may not be very helpful. I have certain suggestions for amendments within the clauses but because I sit in the Committee, I will not talk about them except for Clause 12. ...

Mr. Deputy Speaker, Sir, I want to say that because this is an important Bill that affects our children, we need to have ample time. I think until tomorrow is ample time for us to look at it. Let us put the best interests of the child first.

On a point of order, Mr. Deputy Speaker, Sir. Thank you for agreeing that Mr. Kutuny is out of order to talk about our breasts since he has no expert knowledge about them. He can only see them from a distance; he has no intimate knowledge about them.

Thank you, Mr. Deputy Speaker, Sir. I also stand to support this Bill and I will be very brief. In so doing, I want to request the Minister to be very clear on Section 2(c). What does “monetary instruments” mean? “2 (c) any other negotiable instrument which is in bearer form, or other form through which title passes upon delivery.” That is very wide. If you look at the intent and even the legislative history of that Bill, the primary purpose was not to extend it to this degree.

Mr. Deputy Speaker, Sir, I support. I will be very brief. Mr. Deputy Speaker, Sir, I would want to encourage that in future, when we have such lists, so that we are sure that we are conforming with the Constitution, we need to find the ethnic representation, because it is a Constitutional requirement. We also need to find out the regional and age representation and also whether we have included persons with disability. I can only guess from the abbreviations that, perhaps, we have one-third representation of women. I am presuming so, because these names could really be anyone or ...

Mr. Deputy Speaker, Sir, I know that the Minister is busy telling me that these people are from institutions but we must find a way of dealing with the issue of regional balancing and gender balancing even when people are sent from institutions. Therefore, I oppose because this is unconstitutional.

On a point of order, Mr. Deputy Speaker, Sir. Would I be in order to request that this Question be referred to the Minister for Gender, Children and Social Development because it is a case of human trafficking? According to the Counter-Trafficking in Persons Act the relevant Ministry is that of Gender, Children and Social Development. It should then consult the Ministry of Foreign Affairs. This is a case of trafficking.

Thank you, Mr. Temporary Deputy Speaker, Sir, for giving me this opportunity. I am not too sure whether I want to congratulate the Minister for bringing this Bill or not. The reason is because he is not facilitating us to make good use of our time. I have looked at this Bill and the Bill that was brought by hon. Jakoyo Midiwo, but I do not see much difference. Other than three provisions, the rest of the provisions here have to do with enhancing sentences. If you could have just sat with hon. Jakoyo Midiwo, then you would have made ...

Mr. Deputy Speaker, Sir, I know that hon. Anyang’- Nyong’o is very excited about “his wins” but that does not give him a chance to harass me even as my Secretary- General. Mr. Temporary Deputy Speaker, Sir, I was indicating that the Minister should define reckless driving because you cannot distinguish reckless driving from driving without due care and attention. From the way the clauses are worded, it looks like reckless driving could as well be driving without due care and attention, if the Minister does not define it. Again, I am glad that the Minister made reference to the ...
