Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

On a point of order, Mr. Temporary Deputy Chairman, Sir. I had seen earlier that point by hon. Laboso and I noted that we had deleted (a), (b) and (c). We deleted (a) and (b) by an amendment by the Chair of the Committee. By an amendment by the Chairman of the Justice and Legal Affairs Committee, we have now deleted (c), but (d) still remains. So, his amendment still applies. Because I have a similar amendment as his last, I wish to withdraw my amendment.

I beg to move:- THAT the Bill be amended in sub-clause (4) of Clause 4 by inserting the following words at the end of the sub-clause – “and, until the final announcement of the results of the first general elections held under the Constitution, section 29(2) of the Sixth Schedule to the Constitution”. The amendment on Clause 4 is basically to entrench Section 29(2) of the Sixth Schedule but going by the decisions we made yesterday, I withdraw that.

Mr. Chairman, Sir, I beg to move:- THAT, the Bill be amended in sub-clause (1) of Clause 5- (a) by deleting sub-paragraph (i) of paragraph (g); (b) by deleting paragraph (h); (c) by deleting paragraph (j); (d) by inserting the words “on national intelligence” immediately after the words “and functions” appearing in paragraph (r). Mr. Chairman, Sir, I seek to amend Clause 5 (1)(g)(i) by deleting the paragraph that seeks to have the NIS vet people that are seeking elective or appointive offices. This is because of the nature of their work. I would think that their work should be---
