Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. • 22 Nov 2011 in National Assembly: Thank you, Mr. Speaker, Sir. I appreciate your ruling, but while appreciating your ruling, I would want to address myself to two issues and one is the issue of public participation. If you look at the Constitution, public participation is mentioned more than ten times. That mention is not accidental and public participation is one of the four pillars of a human rights based approach to development and legislation. I was one of the drafters of the Constitution and as the Vice-Chairperson of the Committee on the Implementation of the Constitution. I am well versed with the history of the ... view
  • 22 Nov 2011 in National Assembly: the omnibus approach, when we had just come to Parliament, the Attorney-General brought an omnibus legislation even though it was not relating to the Constitution and many people were not even aware that within it, he had taken over the role of the Prime Minister and given it to Mr. Muthaura. It is only because some of us were diligent. When you bring that approach, then you can bring a legislation that might declare me to be the Speaker of the National Assembly without everybody noticing. So, I would want us to start on a right approach; that when we ... view
  • 17 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I rise to ask for a Ministerial Statement from the Minister for Forestry and Wildlife. In the Statement, I would like to ask the Minister as follows:- (i) Is the Minister aware that wild animals have escaped from Ruma National Park and are posing a threat to human life? As a matter of fact, buffalos were sighted at Kipasi and Rapora area this afternoon. (ii) What is the Government doing to immediately recapture the animals and to ensure the people of Lambwe are secure? (iii) What is the Government doing to hasten providing electric fencing ... view
  • 17 Nov 2011 in National Assembly: Thank you, Mr. Deputy Speaker, Sir. In supporting this Motion, I wish to indicate that even though the nominees are not personally known to me, I want to agree with the Commission in relation to the reasons that they have given. One of the things I want to comment on is what the Seconder spoke to, that they took into account the issue of regional balance. One of the things I want to indicate in relation to that is that the Constitution provides that in every nomination, we shall take into account regional and ethnic balance. Mr. Deputy Speaker, Sir, ... view
  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I am sure the Minister knows that the areas that have been listed are among the areas that have been very marginalised, and which have had no access roads for several years, when the rest of the country has been moving forward. If you look at the amounts of money that the Minister has allocated, you will appreciate that for a road that is, really, loose change. It cannot be anything useful for making those roads. view
  • 16 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, what is the Minister going to do to prioritise the development of roads in that area, which include the road to Mbita, which is taking too long? view

  • 15 Nov 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this country is not a jungle. It is a country that is governed by a Constitution and by the rule of law. We are not in doubt that we need to be sesure and that we need to remove insecure elements from amongst us, but we must follow the law. If people were given titles deeds wrongly, where was the Government when the wrong titles were being given? If you want to remove these people, you must compensate them. The problem in this country, and I have said it over and over again, is impunity ... view
