Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Thank you, Hon. Temporary Deputy Chairlady. Let me also take this opportunity to thank the Committee. This is again a very strong and good amendment. They are providing a framework which is higher than the International Covenant on Economic, Social, and Cultural Right, African Commission on Human Rights and the Abuja Declaration. This is because what we normally do is to provide for loss without budget. The Committee is proposing a strong budgetary allocation by the counties so that we can hold them accountable. I had proposed “an Authority” and the Committee has removed “an Authority” and replaced it with “a Directorate”. What will happen is that wherever there is the The electronic version of the Official Hansard Report is for information purposesonly. A certified version of this Report can be obtained from the Hansard Editor.

mention of the word “Authority”, it will be replaced by the word “Directorate”. So, in legislative drafting, we have to go through them one by one. If it were a computer, we would command it to look for the word “Authority” and replace with the word “Directorate” hence make changes in the whole document. We cannot do that, but we already understand. We are saving on time and that is why you see we are not even commenting, but just agreeing.
