Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. On a point of order, Mr. Temporary Deputy Speaker, Sir. Is the Minister in order to mislead the House that Prof. Slye is one of the commissioners who resigned when he appeared before the Committee on Justice and Legal Affairs and informed us that he had given a notice or an indication to resign if the issues were not resolved and if they were resolved, he would continue and he gave an assurance that he would continue now that the issues are resolved.

On a point of order, Mr. Deputy Speaker, Sir. We have been debating this Motion for slightly more than an hour and going by the mood of the House, would I be in order to call on the Mover to respond?

Mr. Speaker, Sir, this is definitely a case of slavery or modern day trafficking and many of the Kenyan girls are falling into the trap, especially in that destination. What is the Government doing to come up with mutual legal co- operation agreements with countries so that you cannot have Kenyans dying like Rose Adhiambo who died about a month ago under similar circumstances? The next thing we will hear is that Miss Muchiri jumped off from a building and yet she has been murdered. What are you doing to come up with such agreements?

On a point of order, Mr. Speaker, Sir. My question was very specific. The Assistant Minister has set up a question and answered it very well but he has not answered mine. Under the Anti-trafficking Act which we passed in this House, what has the Ministry done to develop mutual legal agreement with countries because it is only under that framework that he can protect Kenyans abroad?

Mr. Temporary Deputy Speaker, Sir, I want to thank the Mover of this Motion for a very commendable job. As Mrs. Shebesh has said, it only takes brave men and women to do what this hon. Member has done. As a country, unless we reach to a level where we can speak for the truth and justice, we will be swimming in mud. If we are not careful and do not deal with the issues that bedevil the country, we will find ourselves in the same situation we were in 2007. Going by the Report that this Committee has presented, ...

Madam Temporary Deputy Speaker, if there is extra time, I will go to that part. I would also want to say in relation to the same, that hon. Mutula Kilonzo needs to remember that same principle. He is the one who has created this mess of the Interim Independent Boundaries Review Commission and one day he will sit here. I would also want to remind even the Vice-President of this country that he utterances that he made, which border on ethnic hatred---

Madam Temporary Deputy Speaker, I am willing to substantiate. I was in the meeting in the Kenya Institute of Administration (KIA) where hon. Mutula Kilonzo created a problem by raising the issue of the boundaries. Before that, he actually asked the Interim Independent Boundaries Review Commission (IIBRC) to bring the Report before their time. So I have substantiated.
