Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

Mr. Temporary Deputy Speaker, Sir, in supporting the Motion, I would want to say that as a Committee we deemed it necessary, as a House, to sit together to understand the Constitution better. We promulgated the Constitution on 27th August, this year. As the English men and women say: âThe proof of the pudding is in the eatingâ. We have come to a moment of the eating of the pudding that we made. It is important for us that as we eat the pudding we all understand its contents. Implementation is very core for us. I just want to refer ...

Mr. Deputy Speaker, Sir, I just want to add my voice to those who have sent condolences to the families who lost their loved ones including the families of the people from Suba. I have just come from Suba right now and we lost eight people and eight bodies have not yet been recovered. I would like to ask the Assistant Minister to clarify his statement where he seems to suggest some complicity by the Government. I want to thank him because the Government has given the families Kshs30,000 each. I also want to thank him because the Government is ...

Thank you, Mr. Deputy Speaker, Sir. Before we adjourned yesterday, I had said that we have come up with a new concept as Parliament called political responsibility. Even based on what has just transpired from the Statement that we have sought from hon. Kosgey, we must unpackage the concept of political responsibility. Mr. Deputy Speaker, Sir, I will be moving at an appropriate time, an amendment to the Anti-Corruption and Economic Crimes Act, so ...

Mr. Deputy Speaker, Sir, my point of order is that we have been on this Question for the last one hour. As much as we have the right to information, this is a Question and not a statement. The supplementary issues that hon. Members are asking are tantamount to statements. If we want the Minister to answer comprehensively, could we ask him to present a statement and not a question that would take one hour?

Thank you, Mr. Temporary Deputy Speaker, Sir. We have a new Kenya and I want to agree with the Minister for Justice, National Cohesion and Constitutional Affairs that we have received accolades, even from TheEconomist . This is because our Constitution provides very new standards of accountability. Mr. Temporary Deputy Speaker, Sir, the issue of corruption must be tackled by the country head on. However, I want to note that I totally agree with the Prime Minister that even as we are tackling the issue of corruption, we must do so following the rule of law. We have parliamentary privilege ...
