Millie first thought about becoming Mbita MP at age 13. The graduate of University of Nairobi School of Law has worked as a lawyer and women and children rights activist. The CRADLE is one of the MP’s dream come true. She founded the organization that promotes the rights of children since 1997. Millie has received the YWCA Democracy Award and the Eve woman of the year for human rights and gender. Her political tipping point came when she served as a delegate at the Bomas of Kenya, during the constitutional drafting process. ODM party nominated her to Parliament 2008 and she clinched the Mbita seat in the 2013 election.

technology. I know that because she spoke to me even before she came to Parliament. Hon. Joyce Lay gave her testimony. She got her child through surrogacy because she does not have a womb. There are many women who are unable to have children because of one or two reasons. As much as we want to look into that, let us not victimise them.

I am glad because of the Member who said that in the book of Ruth in the Bible, God punishes you if you do not want to father your brother’s lineage. Assisted reproduction is biblical. Hon. Shakeel Shabbir told me that he wanted to speak to this Bill, but he is away. He told me to tell the House that he has four children courtesy of assisted reproductive technology. There are very many Members of Parliament here who had children through assisted reproductive technology. Some may pronounce it and others may not. There are very many women and men who ...

I want to end by saying something I had said before, but I want to repeat it. When I go to my constituency, I get amazed. When we sit in a big meeting like this, I notice that people who have Human Immunodeficiency Virus/Acquired Immunodeficiency Syndrome (HIV/AIDS) raise their hands because people speak by sector. Fishermen speak. They tell us that they want to finish as fishermen. The watchmen speak. People on Antiretroviral (ARV) drugs speak. They tell me that those who swallow ARVs are there. When you say “Jo ndile” we know they are people who take ARVs. They ...

In ending, in Homa Bay County, the COVID-19 situation, an issue which was raised earlier on, and even though we were not given an opportunity, is terrible. I normally deal with about 20 deaths in a week because my constituency is the epicentre of HIV/AIDS in the country. That has moved to between 40 to 50 deaths per week. I see the epicentres, but I do not want to mention them now and cause panic. A beach usually has very few people. I know a beach where within the last one month, we have had almost 10 deaths. That is ...

The county may not be able to deal with this. The Ministry needs to come in and help because our health system is overstretched. People are removed from morgues. I always get information about almost every death. I have a diary where I record deaths because I have to support my people. For instance, if somebody was to be buried on a Friday, people are suddenly told to remove the body from a morgue because it is full and have to be buried. I also call on the national Government to assist.

Thank you, Hon. Deputy Speaker, for giving me this opportunity. I support the Impeachment Procedure Bill and agree with the Leader of the Majority Party that it is important that we have it to remove subjectivity and bring objectivity in the issue of impeachment. So that the former Governor of Nairobi, Hon. Sonko, cannot complain and end up working in a mjengo because of having lost his livelihood. Listening to the Leader of the Majority Party, I think he needs psychosocial support. I know he needs it because he keeps talking about how he was impeached on the Floor of ...

“Kimunya must go”. He is here now and needs psychosocial support. I want to agree with him that for those seeking to become governors, this is a law they need to look into very keenly. Unfortunately, I can see quite a number of them are not here, probably they are looking for resources this evening, so that they can increase their chances of winning. Probably, this is more important because you can win and within one month, you have left. It is basically straightforward, but there are a few things that we need to look into. For instance, one of ...

misconduct in her constituency is not necessarily gross in my constituency. Therefore, if we leave it blank by not defining what it is, then it may be subject to abuse. The other concern that I have is if you look at Clause 4(4), it states that the Clerk of the National Assembly shall submit the proposed Motion to the Speaker. After how long? When people want to play politics, they can decide to submit it to the Speaker after six months and will still be within the law. So, we need to tighten such issues, so that the people meant ...
