  • 22 Feb 2017 in National Assembly: Thank you, Hon. Deputy Speaker, for giving me an opportunity again. I want to continue from where I left on the provisions on Clause 22 on the limitation of private practice. The emphasis on this Bill should be on qualifications of a person to be trained as The electronic version of the Official Hansard Report is for information purposesonly. • 22 Feb 2017 in National Assembly: a clinical officer. When it comes to private practice or even general practice in institutions, no limitations should be put on the member. Once he qualifies and he is registered and licensed, when he is not in his institution or clinic, somebody else who is equally qualified and who can be employed by this person should be allowed to practise in the area. Hon. Deputy Speaker, the emphasis should be on the training and qualification. In private practice, the limitation that has been placed in this law is that somebody should only practise in a clinic. The sky should be ... view
  • 15 Feb 2017 in National Assembly: Thank you, Hon. Deputy Speaker. I would like to thank my friend, Hon. Abdinoor and congratulate him for this Bill. It is a shame that at this time and age a country that has skilled manpower and research institutions like Kenya is unable to export our livestock and livestock products because we are not disease-free. The irony of the matter is that our neighbouring countries, which are not as developed as ours, are exporting their livestock and livestock products. The irony is that they are exporting our own livestock. We cannot export our livestock. We sell our livestock to business ... view

  • 15 Feb 2017 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me this opportunity. At the outset, I want to thank my friend, Hon. Sang, for this Bill. It is timely. Clinical officers, as it has been stated by my colleagues, have been the backbone of the health system in this country for many years. However, they have been frustrated for many years. This is because there is no progression in terms of learning and promotion. Somebody qualifies as a clinical officer and remains a clinical officer forever, unlike in other professions where one can continue The electronic version of the Official Hansard ... view
  • 15 Feb 2017 in National Assembly: studying and progress from, say, a diploma qualification through to PhD level. In this case, there have been hindrances to progression to higher levels of qualification. The people who have been controlling the medical sector have curtailed the progression of clinical officers for many years. In terms of stringent training, one must have attained a mean score of C+ in the Kenya Certificate of Secondary Education, mathematics and sciences as the backbone subjects. In this country, there is a shortage of doctors. The doctor to patient ratio is very high. What we need to do to address the situation in ... view
  • 29 Jun 2016 in National Assembly: Thank you, Hon. Speaker, for the opportunity. I rise to support this Motion. I want to thank the Committee because they have done a thorough job. It also shows that Kenyans have got a good rating for these ladies and gentlemen because despite comments from the public nobody has come forward to say that these people have any integrity issues and that is very good. In the past, the Government has been indulging in businesses that can be run privately. Probably, at that time it was prudent to do that but as in this time and era, I think that ... view
  • 21 Apr 2016 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I stand to oppose this proposal. If we allow this, other people will also start demanding for a fund like this. For example, the disabled, the youth and all the cadres who will want to be represented in this House will want funds to be given. This is going to open a Pandora’s Box. We oppose it. Thank you.
