  • 3 Jan 2013 in National Assembly: Mr. Speaker, Sir, the Assistant Minister said that almost a month after this attack, no arrests have been made. It is also well-known that criminals thrive where there is no government. Is the Assistant Minister confirming that there is lack of Government presence in Eastleigh? If the Government is there, why has no arrest been made one month after this attack was staged on a Member of Parliament, other civilians and several places where people also lost their lives? view
  • 3 Jan 2013 in National Assembly: On a point of order, Mr. Speaker, Sir. Is the Assistant Minister in order to continue insisting that the Government is serious, and that some work has been done when he is saying that they are working with the civilians? We are saying a crime was committed one month ago despite the co-operation from the public. What has the Government, particularly his Ministry, done to ensure that these criminals are actually arrested? view
  • 3 Jan 2013 in National Assembly: Thank you, Madam Temporary Deputy Speaker. I wish to join my colleagues in supporting this Bill for one reason. In my area and particularly the northern parts of this country, life without chiefs is quite unimaginable. In most parts of that area, there are no policemen or policewomen. It is only the chiefs who represent the Government. When there are disputes and conflict, it is the chiefs who become the link between the Government and the public. Quite often in those areas because of the harsh terrain there are always conflicts between clans and communities for one reason or another. ... view
  • 27 Dec 2012 in National Assembly: Mr. Speaker, Sir, I wish to ask the Assistant Minister what has become of the line which was pulled from Elwak to Lafey. It has been there for the last two years. The polls have been lying on the ground and service is not being provided despite the promise that this project was to be completed by the end of last year, 2011. view
  • 11 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has dealt with the issue of the County Assembly Speaker and said that there are no academic qualifications required. view
  • 11 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, the Assistant Minister has dealt with the issue of the County Assembly Speaker and he has said that there are no academic qualifications prescribed. What is the situation for the National Assembly and the Senate Speakers? Are there academic qualifications required? view
  • 6 Dec 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, my question is very short. The Assistant Minister has said that the days for registration will not be extended but the hours of registration will be extended. Could he tell us when the time of registration starts and ends? view
  • 27 Nov 2012 in National Assembly: asked the Minister for Education:- (a) what specific activities are funded by money for Free Primary Education (FPE); and, (b) whether the Government could consider using part of the FPE funds to employ more teachers in view of the increased number of primary schools in the country. view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, while I thank the Assistant Minister for the answer, I want to bring to the attention of this House that in the past five years since I was elected, we have built over 200 classrooms through the Constituencies Development Fund (CDF) but the number of teachers who have been deployed are less than 50 in the last five years. There are high rates of enrolment in all these schools. I have an example of a school which has over 2,000 pupils but only eight teachers. With this kind of teacher-pupil ratio, how do we expect ... view
  • 27 Nov 2012 in National Assembly: Mr. Temporary Deputy Speaker, Sir, this free primary education business was a big political joke. How can you tell Kenyans that you are providing free primary education and yet you cannot employ teachers? You are only providing exercise books at the rate of Kshs550 per student per year. Can the Government be serious and make sure that there is free primary education for all the children in this country? view
