  • 17 Nov 2021 in National Assembly: of the society who are in the lower echelons of the economy. Having the people regulated is very critical. The community groups engage in social economic activities that are geared towards improving their wellbeing. Community groups engage in small scale businesses including selling of milk, vegetables, charcoal and they need to be helped. The problem has been that since there is no law that governs the groups, it has been difficult for even for organisations that want to help the groups to access them. Most times, they look for funding from NGOs or financial institutions, but because they do not ... view
  • 17 Nov 2021 in National Assembly: Registering the community groups will also improve our security. When community groups are registered, the Ministry of Interior and Coordination of National Government and other agencies will ensure that only members with good standing in the society are part of the community groups. Therefore, that reduces the risk of registering a rogue element within the society. view
  • 17 Nov 2021 in National Assembly: Once registered, the groups will mobilise resources. Sometimes, various community groups can come together and form SACCOs which will have a larger capital base that they can invest properly. Registration of the community groups will ensure that we have a reliable database. It becomes very difficult when you sometimes want to do something for the groups, but you do not have reliable data. It has been difficult for the Government when it wants to respond to drought and find out the number of vulnerable people in the society because it does not have an up-to-date database of the groups in ... view
  • 17 Nov 2021 in National Assembly: Registration of the community groups will reduce conflicts among members. For example, if a community group has been funded and a few members misuse the money, it has been difficult in the past to go for arbitration because there was no law to govern them. This law will reduce conflicts among the group members. Registration of the community groups will also ensure that we have social cohesion. The group members will feel like they are part of a community and that will enhance togetherness. Finally, the laws that govern the community groups will ensure that their rights are safeguarded and ... view

  • 12 Oct 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker. First of all, I want to support this Adjournment Motion. The situation in the North is dire. • 12 Oct 2021 in National Assembly: August 2021, a similar Adjournment Motion was brought to this House and we exhaustively debated. Three months down the line, we have not seen any response on the ground. Even after the President of the Republic of Kenya declared drought as a national disaster, the response has been painfully slow if at all there has been any. We have been to the constituencies and counties and absolutely nothing is going on. I do not know when this help will come. We have allocated Kshs2 billion to help in the response to the drought but, the sad thing is that response ... view
  • 18 Aug 2021 in National Assembly: Hon. Temporary Deputy Speaker, thank you for giving me this opportunity to also contribute to this very important Bill. Going through this Bill, it is a very good amendment because it expands the management and administration of irrigation matters in this country. It also incorporates best practices to ensure that we have sustainable development in irrigation infrastructure, investment and financing. Kenya is a country that is naturally endowed with resources. At the same time, it is a country that faces water scarcity. This calls for proper management of water resources. One of the ways of ensuring that we maximise on ... view
  • 18 Aug 2021 in National Assembly: we need to store the water, so that it can be used during the dry season for irrigation. The issue of constructing mega dams across our rivers is a noble idea. This water can be used for irrigation. There are parts of this country that have plenty of land to construct dams, but the Government has not been wise enough to invest in mega dams. In Lagdera Constituency, Modogashe, there is a seasonal river that passes through it. Every rainy season, you cannot imagine the volume of water that passes through that seasonal river. As I speak, a jerrican of ... view
  • 10 Aug 2021 in National Assembly: Thank you, Hon. Temporary Deputy Speaker for giving me an opportunity to contribute to this important Adjournment Motion regarding the drought situation in the affected countries. The drought situation in the 25 counties that have been mentioned is very serious. Unless some quick intervention measures are put in place, we are likely to see a humanitarian crisis. I would say “humanitarian” because the situation is so bad. I just returned from the constituency. I know the story has not been covered in the media but livestock has started dying. The major sources of water in these counties are water pans. ... view
