  • 25 Jan 2017 in National Assembly: In Uganda, Tanzania and Somalia where there are many warlords and Al Shabaab, there is no cattle rustling because people are serious. We have a government and a police force which is fully funded. We have tripled the budget for national security yet they are unable to perform. As the late Julius Nyerere said, the time has come to remove an entire police force and employ fresh ones who are dedicated towards helping the people of Kenya. view

This is a very important Bill for people like me who come from Garissa County, which has hosted refugees for the last 25 years since the collapse of Somalia. Here in Kenya, they had a free hand and they could do anything. So, I would like to address two things on this matter. The international community abandoned Kenya at the hour of need. We have Kenyans who are suffering because they cannot be issued with national identification cards. Some of them went to refugee camps just to get food and free services like education, medical care and other goodies issued to refugees by the UN refugee agencies. Nobody has appreciated us. Kenyans in northern Kenya are looked down upon. When some people see me, they think I am a refugee. Those people are Somali nationals and I am a Kenyan Somali. It has come at the right time. Justice delayed is justice denied. Justice is the midwife of peace. Where there is no justice, there can never be peace. After that, one goes to court and that is the beginning of another difficult journey. In the court, the case is delayed and it takes donkey years before one is able to access justice. People fear going to police stations. They would rather do the alternative. For we, the Somalis, in the villages, no matter goes to the police station. In my police station in Modogashe, the matter that goes to the police is the most difficult one.   • 19 Oct 2016 in National Assembly: e: Hon. Temporary Deputy Speaker, as I said, this issue ends in the courts. When something happens and you fill a P3 Form, it has to go to the High Court. It is important that justice is done all over. Justice is the midwife of peace. Where there is no justice, there can never be peace. Justice is at the heart of this matter.
