  • 18 Oct 2011 in National Assembly: Mr. Speaker, Sir, first of all, I want to thank the Assistant Minister for agreeing with me that there is outbreak of this dangerous disease in Mandera County. This has a very strong possibility of moving quite quickly to the counties of Wajir and Garissa. I also I want to thank him for agreeing with me that there were deaths reported in Mandera as a result of this outbreak. He says four people have so far died. However, the information we have is that more than 15 people have died. This outbreak is felt throughout Mandera County. It is very ... view
  • 18 Oct 2011 in National Assembly: Mr. Speaker, Sir, I am surprised with the reaction by the Ministry, because in a matter like this where deaths are reported, in other parts of the country, apart from Northern Kenya, particular where they reported ebola or specific cases of dangerous disease, there is a notice that comes out from the Ministry quite immediately alerting the country. In this particular case, somehow they just ignored that something serious was happening. He says that out of the reported deaths, none can be attributed to “ Denguefever ” yet he says four people have died. He has also confirmed that there ... view
  • 18 Oct 2011 in National Assembly: Mr. Speaker, Sir, now that the Assistant Minister has confirmed that he is ready to go the extra mile of assisting these families, as a result of the intervention by the hon. Member, I am sure that he wants to follow up this matter with his officers and compensate these families. However, in terms of concrete measures, what are they doing as a Ministry to stop the possibility of this disease spreading to Wajir County? This is because the next stop might be Wajir County and the casualties might be more? What are you doing to stop the spread of ... view
  • 13 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, the Minister has confirmed that, actually, the Kenyan who died and the one who is in critical condition were not suspects at all; they were innocent people. One Kenyan is already dead as a result of police shooting. Another one has a bullet lodged in his body since August. Does the Government also want the second one to succumb to death so that they can look for compensation? Why can the Minister not immediately instruct, in consultation with his colleague, the Minister for Medical Services, that, that bullet be removed today so that you can save ... view
  • 13 Oct 2011 in National Assembly: On a point of order, Mr. Deputy Speaker, Sir. What the Minister, therefore, is suggesting--- Is he in order to suggest it? His department was not concerned in the first place to establish and treat that Kenyan who is suffering as a result of a bullet. He is looking at his case in a futuristic manner! What have they done about this man’s condition since August? You caused it yourselves! view
  • 13 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, I beg to ask the Minister for Public Health and Sanitation the following Question by Private Notice. (a) Is the Minister aware of an outbreak of “ Dengue Fever ” in Mandera County, which has so far led to the death of 15 people? (b) What emergency measure has been put into place to stop its spread and avert more deaths? view
  • 13 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, indeed, I also received a copy of that letter and I appreciate it, but as my colleague has said, the situation is such that we might lose more people. The same is also happening in North Horr. So, it is not only in Mandera County but also in Marsabit County where there are incidents of Dengue Fever which kills fairly fast. I was just going to request the Minister that, to save more lives, they must move in before Tuesday, so that by Tuesday she can report progress to the House. view
  • 12 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I beg to ask the Minister for Foreign Affairs the following Question by Private Notice. (a) Is the Minister aware that two Kenyans (Messrs. Mussa Hassan Bulle and John Lodong), employees of MSF Switzerland, were detained by Ugandan security agencies on June 5, 2011? (b) What reasons led to the detention? (c) What measures has the Minister taken to secure their release? view
  • 12 Oct 2011 in National Assembly: Mr. Temporary Deputy Speaker, Sir, I have no objection but the Minister must also be informed, because he is a very busy Minister, that the Ugandan authorities must stop the continued harassment of Kenyans. view
  • 12 Oct 2011 in National Assembly: Mr. Deputy Speaker, Sir, just on that particular one, the Assistant Minister has said that it is possible to revert the institutions back to the community. Now that he knows, I am sure he does not have to wait until that request is made, why can he not automatically revert the schools back to the community because they need to use them and they are ready? The Government had stolen them! view
