Mr. Deputy Speaker, Sir, the Assistant Minister should be ashamed to present this before the House. The KRA recruited 641 Kenyans. However, there is not a single person recruited from the entire Garissa County and Mandera County. Only three Kenyans, out of 641 recruited, came from Wajir County. This is a clear case of Kenyans who have been denied the opportunity to work in this organization despite the fact that they have the qualifications. Could he decentralize the recruitment process to all the counties in Kenya, so that people apply at the county level and not Nairobi?

Mr. Temporary Deputy Speaker, Sir, there are police officers who are involved in crime every time we have such swoops. Whenever there is a swoop, there are police officers who go beyond the call of duty and collect monies illegally from traders, and release them even before they are taken to police stations. What has he done to those criminals in uniform, whose only purpose is to harass innocent Kenyans who are doing good business?

Thank you, Mr. Speaker, Sir. Clearly, Turkana County is one of the biggest in terms of its vastness. The hon. Minister has told us that she has 85 members of staff with 120 facilities. Could she confirm the number of qualified medical doctors that are currently working in Turkana County?

Mr. Speaker, Sir, it is very clear from the Question that the hon. Member is asking about the health staff. There can be no staff without doctors. We did not expect them to be many. How many doctors do we have in Turkana County? I am not asking the number of nurses, clinical officers, but qualified medical doctors? How many are they?

Perhaps he is going to give us those names. What I want to raise is a point of fact; that the TJRC was established to investigate historical injustices, as he has just said, and that the Government is serious in terms of getting to the bottom of these issues, so that the country can truly reconcile. Mr. Temporary Deputy Speaker, Sir, I rise to thank the Vice-President and Minister for Home Affairs. There is a matter that perhaps the House Business Committee might have just forgotten and this is the matter of the Indemnity Repeal Act by the President who submitted the memorandum. We had a problem with the Attorney- General’s absence for a while. I now realize that the Attorney-General is in the country and we would be very glad if the Leader of Government Business can bring this matter to the House fairly quickly so that we can dispose of it.
