Madam Temporary Deputy Speaker, the President and the Prime Minister established this Ministry. We do not want to be deceived again. If there is no sufficient will to fund this Ministry, please, withdraw it. Our people have been made to feel that the creation of this Ministry is the solution to all their problems, and yet, the Ministry is inadequately funded. You will be surprised, in the next financial year, by the amount of money that will be allocated to this Ministry, which is supposed to reconstruct 80 per cent of the land mass of this country. On a point of order, Mr. Speaker, Sir. I rise to seek a Ministerial Statement from the Minister of State for Public Service. Following the disbandment of the Electoral Commission of Kenya (ECK) as a result of the Constitution of Kenya (Amendment) Bill by Parliament on 16th December, 2008, the ECK staff were sent on compulsory leave through a circular from the Office of the President that denied those employees even an opportunity to pick their private available items from their offices.

That failure, either to redeploy them as promised or pay them any financial package has led to the following conditions. Many of the employees have been evicted from their homes due to non-payment of rent. Many of the children of those employees have failed to report to schools because of failure to pay school fees.

Mr. Speaker, Sir, on a more serious note, due to the sudden loss of income and frustrations, three former members of staff of the defunct ECK have already died and many more are in hospitals in critical condition.

Mr. Speaker, Sir, the Minister will also be expected to explain why the Government has failed to pay even those left behind legally like the Registrar of Political Parties. To date, these officers who have been left behind legally have not been paid. I would like to get this Ministerial Statement as soon as possible.

Mr. Temporary Deputy Speaker, Sir, I want to thank the Assistant Minister for that answer. I would like to ask him whether, in fact, he could confirm to this House, and the country, that the officers in North Eastern Province are well equipped to handle that kind of a disease, particularly when the animals cross the border of Somalia and Kenya. There is every possibility that those animals from Somalia could come into our territory. Are the officers in the province well equipped to handle that crisis, Mr. Assistant Minister?

Mr. Temporary Deputy Speaker, Sir, I want to thank the Minister for actually acknowledging that Chalbi is a very large district and that the money paid to the transporters there, indeed, needs to be upscaled. In view of the fact that these transporters have already delivered some of this cargo, could she consider backdating the payment so that once it is upscaled, they can be paid in a backdated form?
