What I am trying to say is that it is one thing to have fibre optic in Lodwar and have the Governor there and his executives use it. The county will not move ahead if they are unable to utilize the infrastructure. That is what I was trying to imply. This is a very critical thing because it is very common even amongst us. If we do not pay a lot of attention to ICT and especially the expansion of infrastructure, Vision 2030 will be Vision 3020. The fibre optic infrastructure has already been said to be effective in trying to modernize health services, education delivery, banking in rural areas, current affairs where local people would be aware of what is happening in the world because information is power.
