Mr. Temporary Deputy Speaker, Sir, the Headquarters Promotions and Selections Board sits at a particular time to review promotions. As I said earlier, there are examinations for various ranks. In the establishment, there is a requisite number of inspectors, chief inspectors and officers in every rank. So, whenever there is a vacancy, then the process of promotion takes place. I am quite satisfied that the process is quite good.

Mr. Temporary Deputy Speaker, Sir, once an officer has gone through the interview and is found to be capable of being promoted to a higher rank, provided there is a vacancy in that higher rank, he or she will obviously be promoted. Whenever there are no vacancies, then they stay in their current positions until there are vacancies.

Mr. Temporary Deputy Speaker, Sir, hardship allowance is standard for areas where it is warranted. If there is any case whereby the hon. Member is aware that there is a police officer serving in a hardship area and is not receiving hardship allowance, I would be happy to receive the details so that we can ensure that the matter is dealt with.

Mr. Speaker, Sir, on behalf of the Minister for Education, I beg to reply. (a) I am aware that the three secondary schools, namely, Cheberen, Sinende and Reuben Cheruiyot, are provisionally registered by the Ministry. The schools have enrolments of 103, 53 and 130 students respectively. The current staffing position of the schools is as follows:- Cheberen has three Teachers Service Commission (TSC) teachers, including the head teacher. Sinende has one teacher who is the head teacher. Reuben Cheruiyot has one TSC teacher. (b) The Ministry will consider posting more teachers to the schools along with other schools throughout the ...

Mr. Temporary Deputy Speaker, Sir, indeed, as the Assistant Minister, Office of the President, has said the substantive Minister is out of the country. One of the Assistant Ministers went for a funeral. I was expecting to get the answer, so that I could give it to the House. Unfortunately, it was not brought to me in time. May I, therefore, request that the Question be scheduled for tomorrow and I will answer it myself?

Mr. Speaker, Sir, there are no teachers there because they are not available. We will recruit 11,000 teachers. Out of those 11,000 we will ensure that the schools in hon. Korir's constituency are provided with teachers.

Mr. Speaker, Sir, with the enthusiasm of the community starting secondary schools, many communities request that their schools be provisionally registered and they undertake to provide teachers pending the Ministry providing teachers.
