  • 29 Aug 2007 in National Assembly: Mr. Deputy Speaker, August 29, 2007 PARLIAMENTARY DEBATES 3519 Sir, I really wish to ask for your indulgence that this Question, being the second-last on the Order Paper, I am sure the Minister presumed that Question Time would still be on by 9.30 a.m. Honestly, I have no words to explain the situation. view
  • 29 Aug 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to respond on behalf of our Ministry. I am sorry that I was away last week, when the Motion was moved. I know there have been a lot of contributions to the Motion. I will respond purely from experience, because I did not have the opportunity to listen to the contributors to this Motion. First of all, I want to thank the Mover, Prof. Mango who, over a period of time in this House, has been very concerned about the issue of orphans. That is so when you look ... view

  • 29 Aug 2007 in National Assembly: Ahsante, Bw.
  • 29 Aug 2007 in National Assembly: .
  • 28 Aug 2007 in National Assembly: No, Mr. Deputy Speaker, Sir. May I request that this Question be deferred until next week, when the Minister for Justice and Constitutional Affairs will be back? She is out of the country at the moment. The Assistant Minister is on official business at the Coast Province with His Excellency the President. Thank you. view
  • 28 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I have information that the Assistant Minister, in fact, will still be in Mombasa on official business on Thursday. This Ministry has only one Assistant Minister. So, I regret there will be nobody to answer this Question. 3472 PARLIAMENTARY DEBATES August 28, 2007 view
  • 16 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I beg to move that this House do now adjourn until Tuesday, 25th September, 2007. Mr. Deputy Speaker, Sir, we are almost entering the last stretch of this Parliament. In the last few months, this House has suffered a great deal due to lack of quorum. It is obvious that Members of Parliament feel tired, and that they need to go and rest, interact with their constituents and "re-charge their batteries". We have been here for the last four years and eight months. That is a long time for us to do bonding, know each other, ... view
  • 16 Aug 2007 in National Assembly: Mr. Deputy Speaker, Sir, I was just saying that we have been here for four years and eight months, which is time after which we should, really, be better friends. Unfortunately, looking at the way sometimes contribution to debate is done in this House, and how hon. Members relate on the corridors and out there, we seem to have missed something. As I said, it is possible that at this time we are tired, and that we need to go and "recharge our batteries". I think it is necessary. Mr. Deputy Speaker, Sir, we have not done very well so ... view
  • 16 Aug 2007 in National Assembly: Thank you, Mr. Deputy Speaker, Sir, for giving me this opportunity to reply. I want to thank all hon. Members who have made their contributions on this Motion. I just want them to go down memory lane. In the last quarter of a Century that I have been in this House, every year without fail, at the beginning of August, this House goes on recess. Therefore, there is nothing strange in my standing here and moving a Motion for the Adjournment at this time. In fact, I am almost two weeks behind the time that the Motion for the Adjournment ... view
