We need to take care of people who have lent money to Government in terms of pending bills. Before we take care of even China, we must take care of our people. If there is someone to suffer, it should not be our people. Why would you want to pay China before paying our people?   • 7 May 2019 in National Assembly: Thank you, Hon. Temporary Deputy Chairman. I also equally oppose this amendment because the act of signing a contract is a legal issue. Commencement is an administrative issue. It exposes contractors to the mischief of invalidating a contract by way of not giving a commencement letter which is an administrative action. It is neither good for the procuring entity nor for a contractor. I beg to oppose. view

  • 20 Nov 2018 in National Assembly: Hon. Speaker, I thank you and the House for guidance on this matter. I echo what my colleague has said about the use of this route of changing laws. We can only hide our heads in the sand, but what we saw in the last few days is worrying. Even members of the Executive are saying that amendments are finding their way to miscellaneous amendment Bills without their knowledge. Committees are expressing the same fear.
