I wish Members could listen. I beg this House that the National Treasury, for the last three weeks, has demonstrated goodwill by disbursing at least Kshs2 billion every week to the NG-CDF Board. The Kshs2 billion for this week was received yesterday by the NG-CDF Board. Yesterday was Wednesday. That is a lot of goodwill. The National Treasury has promised to disburse Kshs2 billion every week. I am just saying that they have demonstrated that goodwill over the last three weeks. Thank you, Hon. Deputy Speaker. I requested to speak on this subject because this House is aware that I was the Chairman of the NG-CDF Committee in the last Parliament. As a Member of that Committee now, I want to state that I am sensing danger. In the last Financial Year, 2019/2020, close to Kshs14 billion was not disbursed to the NG-CDF Board. Just as Members have alluded, in this 2020/2021 Financial Year Budget, there is an attempt through the Supplementary Budget to reduce the allocation to the NG-CDF that you are already budgeting for in your constituencies, by Ksh10 ...

Speaker, I stand to ask Question No.357/2020 to the Cabinet Secretary for Information, Communication and Technology, Innovation and Youth Affairs: Could the Cabinet Secretary explain why M/s Safaricom Ltd. PLC is engaging foreign companies such as M/s Egypro East Africa Ltd. and Camusat among others in contractual works to maintain fibre optics and networks while Kenyan companies can do those works?

Thank you, Hon. Speaker. I stand to second this Motion on the approval of the nominees to the eight constituency committees of the National Government Constituency Development Fund. This is to enable the constituencies to properly operationalise their funds and implement the NG-CDF. In these special times of COVID-19 pandemic, we need as a House, to urgently approve this Motion so that the nominees in these eight constituencies can be gazetted. The Chairman alluded to the 2018/2019 Financial Year, Ksh14 billion was not disbursed by the Treasury. budget, the Ksh14 billion that was not disbursed in the last Financial Year, so that there is no excuse of not disbursing the Ksh14 billion for lack of a budget line for it. The Ksh14 billion must be allocated immediately the supplementary budget comes before this House. The NG-CDF is the only fund that makes sense in Kenya and has impact in constituencies.
