  • 15 Feb 2022 in Senate: I am also hopeful that particular school will get teachers seconded by the TSC. When we started this school as a community initiative, we benefited a lot from volunteers who came from the United Kingdom. The stigma we put on children with special needs has prevented certain cultures and communities from bringing them outside. There are cultures - and we should not be afraid to say this - where if you gave birth to a child who is a hunchback, for example, you will be ostracized. You as a parent will never be able to ascend to leadership in that ... view
  • 15 Feb 2022 in Senate: When we started this school, we had very few teachers who had the skills to deal with children with special needs and we had to benefit from volunteers who came from UK. Those volunteer corps that normally come from UK and US are generally not trained. All they have is a big heart. So, sometimes we cede our compassion to foreigners due to our own lack of compassion. We have people who are probably very well trained in this country, but they are not compassionate. When you take them to a school with children with special needs, they mistreat them. ... view
  • 11 Jan 2022 in Senate: Mr. Speaker, Sir, I also join my colleagues to wish you and the entire House a happy new year. Indeed, I hope it is going to be a happy new year. I hope many of our colleagues will be back in this House before the year closes. On the point of order raised by Sen. Murkomen, he is probably not just seeking your assurance to the House, but the assurance of this House to the nation, that we are going to rise to the occasion and live to the expectations and that we will surely be the “Upper House.” History ... view
  • 11 Jan 2022 in Senate: Mr. Speaker Sir, another example is the BBI debate. We are proud that this House has a Committee on Justice, Legal Affairs and Human Rights, chaired by the Senator for Nyamira County. This Committee told this House – especially people like Sen. M. Kajwang’ here – things that we did not want to hear. They told us that some things were unconstitutional and we told them that this is not a court of law, but a political contest. They were vindicated by the courts of law. view
  • 11 Jan 2022 in Senate: I encourage the Committee on Justice, Legal Affairs and Human Rights to speak and tell this House the truth, but let us make the decisions because ultimately, this House makes political decisions. As I finalize, I take note that because of the Christmas break, you gave directions that committees should be suspended to give some time for the clerks, secretariat and view
  • 11 Jan 2022 in Senate: Senators to reconnect with the electorate. However, I beg your indulgence. As we speak, the people that I represent – the people who live on the islands of Lake Victoria – are suffering because the national Government banned the operations of the private ferry service provider that plies Mfangano, Takawiri islands and Luanda K’otieno in Sen. Orengos’ County. This is causing untold suffering. Mr. Speaker, Sir, I do not know how to deal with this matter since the Committee on Roads and Transportation is currently on holiday. I just want to beg your indulgence, that you allow this Committee a ... view
  • 22 Dec 2021 in Senate: Madam Chairperson, I beg to move- THAT, Clause 4 of the Bill be amended- (a) in the proposed new Section 91A by deleting paragraph (h); and (b) in the proposed new Section 91B by deleting the word “determined” appearing at the beginning of the paragraph (a) and substituting thereof the words “consult on”. Madam Chairperson, this amendment relates to the County Leader’s Forum (CAF), which we intend to establish. By removing the word “determine” and substituting with “consult on”, is to ensure that the CAF is a consultative forum for elected leaders from a county; the Governor, the Senator and ... view
