They said they could not be clerks yet they were flying flags. The second issue that they had with the CDB was on the issue of the mandate. Be it the National Government Constituencies Development Fund (NG-CDF), the County Revenue Fund (CRF) and the Consolidated Fund. Today the CRF holds about 15 per cent of national revenues. What happens in many cases is that you will find the same person benefiting from all these Funds, because we have got people who have become experts at gaining the system. This is because our mandate number one is to represent the counties. I think we have said that the counties are made of people.
