I know that some of the political formations have promised that at least 35 per cent of revenues will go to counties, but there could be practical difficulties in implementing that. What do you do, as a newly elected governor with a wage bill that is already at 60 percent? Unfortunately, that is what some of you are going to find in the counties. This time, governors are hiring all their hecklers, youth wingers and campaigners and putting them into county payrolls.

You will find them there when you go to counties. You will realize that all the money you have is for paying salaries. There will be billions of shillings in pending bills, most of them fishy, yet you will be required to pay. You will realize that the citizens at the county, including the women in the market, are so overtaxed that you cannot increase taxes. People are in so much pain that you cannot revise your valuation roll

Madam Deputy Speaker, I am excited by the pronouncement by the SBC because I am one of the Chairs who have suffered. My Committee has not been able to process business because of the quorum issues that have been raised before the House.

Madam Deputy Speaker, I can see that Order No.13 talks of reconstitution of select committees. To give effect to your ruling, how I wish we prioritise Order No.13 and deal with this matter once and for all, so that with effect from today, the Committee on Devolution and Intergovernmental Relations and other committees can have the right numbers and membership in order to process important business before this House.

Madam Deputy Speaker, I rise to support the Statement and also wish to speak on behalf of the KNUT branches in my county, from Suba to Homa Bay to Rachuonyo. They have clearly told me as their Senator to reject this imposition of ideas coming from the Ministry of Education. Mr. Temporary Speaker, Sir, in the First Generation Marginalization Policy, 14 counties were listed as beneficiaries. In the Second Generation Marginalization Policy, 34 counties are going to benefit from the funds that shall be appropriated as Equalization Fund.
