Thank you, Mr. Deputy Speaker, Sir. My other concern with this Bill is that it proposes that the fund shall be used to provide economic remedies to those affected. A pandemic is a disused passport. Resolving the economic impact of a pandemic requires the entire budget of a country and it cannot be done in one year, but over a couple of years. I propose that this fund should not be called the pandemic fund. Instead, it should be said that a fund shall be set up in accordance with the PFM Act, but let the objectives of the fund ...

Mr. Speaker, Sir, I did not want to interrupt the distinguished Senator for Bungoma County. However, I note that the Report brought to this House by the Committee on Finance and Budget has been signed by all the Members. For the first time, nine out of nine! So, for rules of debate, could the Members of the Committee on Finance and Budget allow other Members to contribute because they have all fully adopted the Report?

The question we should perhaps ask ourselves is, when this Bill was first published, we did not have coronavirus situation in the country. When you look at the numbers, we have been told by none other than the Parliamentary Budget Office that the Kenya Revenue Authority (KRA) is set to lose about Kshs1billion in tax collections per day. Mr. Speaker, Sir, the Statement is requested from the Committee on Agriculture, Livestock and Fisheries on the actions taken by the National Environment and Management Authority (NEMA) on Kibos Sugar Company. Would it be in order to either have a joint committee looking into this matter? This is because some of the issues raised relate to agricultural policy, but others are environmental.
