The EACC is comprised of people who have the ability to investigate and determine whether certain cases are strong enough to withstand in a court of law. We must, therefore, find a legal framework that ensures that where the EACC has a clear case, it should make recommendations for prosecution, and then the matters die at the DPP. We have a lot of confidence in the DPP, the Directorate of Criminal Investigations (DCI) and the EACC, but it must result into convictions. On page 5, it is signed by a stranger to this House, Hon. (Dr.) Makali Mulu (MP). I would have expected that a report that comes before the Senate would have been signed by either the Senator moving the Motion or somebody else who is a Member of this august House.   • 25 Feb 2020 in Senate: What makes many Kenyans to sometimes lose faith in the Government is the fact that the provincial administration still remains in the form that it was in before the promulgation of the Constitution. The provincial administration has become even stronger. Whereas in the past, chiefs and their assistants would walk on foot, they all have motorcycles today. Whereas they would rely on telegrams and postal letters, they have mobile phones today. I was just wondering; you have guided this House very well in the past where there are such lacunas, because there is no timeline for the Senate’s consideration and its transmission of the decision to the President.   • 19 Feb 2020 in Senate: Thank you, Mr. Deputy Speaker. I beg to move that the Fisheries Management and Development (Amendment) Bill, Senate Bills No. 22 of 2019 be now read a Second Time. This is a straightforward amendment Bill. Way back in 2016, this House spent considerable time to come up with The Fisheries Management and Development Bill which was subsequently assented to by the President.
